學校及社區參與式公共藝術作品之互動關係

The Interactive Relationship between Schools, Communities and the Participatory Public Art

摘要


文建會的「公共藝術」在台灣施行已十餘年之久,並於九十七年五月下旬再次修訂;其公告施行細則,明訂公共藝術設置除須遵守舊有規定之外,特別對於「民眾參與」作為設置重點之要求,此為文建會本次修法之精神之一。本研究探討校園及社區參與式公共藝術作品設置,著重於作品介入空間前後與民眾的參與和互動認同,探討觀察藝術創作、民眾參與及空間環境三者間連結性之關係。以及藝術創作者創作過程與民眾參與設置後之藝術作品,因藝術的介入後令使用者能否對於公共性議題和社區意識提升關注,且議題也因此受到注意、延續與相互間的互動。本論文之研究方法,一方面對篩選較有參與過程的數個作品案例之進行互動強度訪談法;另一方面以參與指導教授執行的中原大學校園公共藝術工作坊的作品做為行動研究,探討創作流程及作品之互動性。本論文因參與三個作品為時一個學期的親身經驗而有寶貴的概念。結論發現校園及社區之公共藝術作品,在議題及創意發想之初,如果由藝術工作團隊和師生或使用者,利用工作坊(Workshop)方式共同創作及執行,所產生的作品專業完成模式,比一般經由公開徵選之公共藝術,有著更具認同情感的「前互動」及「後互動」的可能性。這種模式與一般公開徵件所獲得之公共藝術,經過僅以舉辦公開說明會等之藝術創作更接近「參與式公共藝術」。

The public art has been operated by the Council of Culture Affairs in Taiwan for more than 10 years,and its enforcement rules were enacted in May 2008.The main objective to the amendment was that it specified that in addition to comply to the previous regulations, “public participation”was also listed as one of the important requirements. This paper studies the placement of the schools and community participated public arts, and focused on the public participation and identification before and after the placement of the public arts.The connection among the creation, public participation and the environments were observed, and the creation process by artist and whether the public awareness to the public issues and community consciousness are increased as a result of the placement of public arts were also explored. Two research approaches were adopted in this paper:the interactive interview with the artists of several more or less intensive participated specific public art works,and a field study of the participative contruction projects which have been in charge of Chung-Yuan Christain University and directed by my adviser professor was employed,on the other side.After longer than one semester’s participating experiences on three constructions of public art works,I have gained worthy consideration as the conclusion of this paper pointed out,for campus and community public arts, if artists and audiences or users were both participated in the initial process of idea generation and execution in the form of Workshop,it is more likely to result in the emotional identified pre-interaction and post-interaction than the public arts from the open selections.The art work created by the Workshop form is more closer to the “Participative Public Art” than work pieces selected by open competation and their paiticipate form through public hearing.
