中共19大對我國防戰略與國防組織影響之研究

A Study on the Impact of 19th National Congress of Mainland China to the Defense Strategy and Defense Organization of ROC

摘要

2017年10月18日中國共產黨第十九次全國代表大會，習近平擘劃中國下一個五年發展方向:「中國特色社會主義、全面建成小康社會，為實現中華民族偉大復興的中國夢不懈奮鬥」，並將習近平新時代中國特色社會主義思想寫入黨章，即為「習思想」。面對國力日增、戰略構想轉變的中共，強硬不放棄武力犯臺，以首戰即決戰的目標整建其軍事組織，如何防止中共師法美軍波斯灣戰爭遠程奔襲、快速機動入侵臺灣本島，讓美國及我國政府應變不及，國防政策如何宏觀擘劃，軍事組織如何構建，得以建立「平戰一體」之國防武力，實為攸關國家存續之重要議題。
本文採「質化」研究途徑，透過蒐整美中競合觀察、中共戰略思維發展、區域、兩岸、國際關係分析、中共軍事建設之研究進行交叉比對，研究方法以文獻分析為主，併用分析、歸納等方法，以探究我國對應中共威脅之策略，進而提出國軍戰略規劃與建構「平戰一體」國防組織之建議，供國防決策者納為建軍、用兵之參考。
研究顯示，在遠程、精準之現代戰爭環境下，共軍跨海輸送兵力登島，為敵之致命傷，是國軍扭轉戰局的契機；面對中共「速決」的戰略企圖，必須整合與強化國家整體安全應變系統的機能，藉由明確法律權責、強化統籌機關與策定運作機制，當遭遇危機時明確掌握情勢，即時發揮政府整體效能。在國防戰略規劃上，善用地緣戰略、整合國際關係、國際組織參與結盟、政經心軍戰略綜合運用、「平戰一體」安全應變體系，為可確保國家安全之戰略思維方向。

In the face of the increasing national power and the transformation of the strategic concept, the CCP will not give up the military force to commit crimes, and build its military organization with the goal of the first battle and the decisive battle. How to prevent the CCP from practicing the US-based Persian Gulf war, and quickly invading Taiwan’s main island and let the United States The reconciliation of the Republic of China on Taiwan, how the national defense policy is macro-planned, how the military organization is constructed, and the establishment of the " applicability in peacetime and wartime " will be an important issue in the survival of the country.
This paper adopts the "quality" research approach, through the search and analysis of the US-China competition and observation, the development of the strategic thinking of the Chinese Communist Party, the analysis of regional, cross-strait, international relations, and the military construction of the Chinese Communist Party. The research methods are mainly based on literature analysis. Analyze, summarize and other methods to explore China's strategy corresponding to the CCP's threats, and then propose the National Army's strategic planning and construction of the " applicability in peacetime and wartime " defense organization recommendations for defense decision-makers to build military and military reference.
Studies have shown that in a remote and precise modern war environment, the cross-sea transport of troops across the sea is a fatal injury to the enemy. It is an opportunity for the national army to reverse the war situation. In the face of the strategic attempt of the CCP's "quick fix", it is necessary to integrate and strengthen the country. The function of the overall safety response system, by clarifying the legal powers and responsibilities, strengthening the coordinating organ and the operating mechanism of the strategy, clearly grasp the situation when the crisis occurs, and immediately exert the overall effectiveness of the government. In the strategic planning of national defense, the use of geostrategy, integration of international relations, participation of international organizations in alliances, comprehensive use of political and economical strategies, and "integration of peacetime" security response system are strategic directions for ensuring national security.
