國軍戰演訓專案管理模式之研究

摘要


國軍進行「軍事事務革命」的主要目的,即是希望藉由組織的精實調整、武器裝備更新、戰術戰法的精進與人員素質的提升,期能建立一支「小而精、小而強」且能擔負起國家安全維護任務的三軍勁旅。國防部於2008年訂為國軍「SOP行動年」,以此訓勉國軍幹部要以程序、步驟及要領的科學方法與邏輯,來遂行國防事務。其目的就是希望導入專案管理的理念,以及落實標準作業程序的制度,有效提升國軍執行各類型演訓任務之成效。 專案管理係一套具備系統性,目前已廣泛應用於英美等國之重大公共建設上以強化計畫之執行與管控,進而降低風險與提升效率。本研究首次將專案管理之整體概念,系統性的導入國軍戰備、演習及訓練,藉由專案管理之五大程序及專案管理知識體系為架構,配合各戰備演訓流程,建立適合屬於國軍戰演訓之專案管理模式,以達成在預定時間內、運用有限資源及風險的管控讓演習能夠更順利遂行。 研究成果顯示運用專案管理程序及專案管理知識體系,可明確有效的將專案管理模式納入戰演訓流程中,能更加確實地了解演訓中各階段之工作項目,並能掌控任務之執行。此外針對專案管理模式,提出詳細的範疇管理、整合管理、時間管理、成本管理、人力資源管理、風險管理、溝通管理概念,與每個概念之投入及產出。提供國軍戰演訓各階段之全般性概念,期望能有助於各項演訓工作,確保任務能順利達成。

The main purpose for Armed Forces to implement “Revolution in Military Affairs (RMA)” is to build “small, lean and strong” robust armed forces that can undertake the tasks of defending national security through the lean adjustment of organization, military equipment upgrade, advancement in strategies and tactics, and improvement on personnel quality. The Ministry of National Defense set year 2008 the “SOP Action Year” for Taiwan Armed Forces to encourage the performance of national defense affairs through procedures, scientific methods and logistics of steps and essentials. The purpose is to introduce the concept of project management and the system of implementing standard operating procedures to boost the effectiveness of armed forces in the execution of various tasks of military exercises. Project management refers to a set of systematic executions and controls for project strengthening that has recently and widely applied to major infrastructure in Europe and the United States, thereby reducing risks and boosting efficiency. The study first introduces the integral concept of project management intuitively to the military preparation, exercises and training of armed forces, followed by incorporating with the process of military preparation exercises. Using the five major procedures and project management knowledge system as architecture, the study establishes a project management model applicable to the military exercises of armed forces. Consequently the armed forces will facilitate the performance of exercises within specified schedule, using limited resources and risk control. The study results show that the use of project management procedures and project management knowledge system will explicitly and effectively incorporate project management model into the military exercise process. Such incorporation will more accurately comprehend the work projects of different stages of exercise in addition to control task execution. Moreover the study proposes concepts such as the management of scope, integration, time, costs, human resources, risks, and communication for project management model as well as the input and output of each concept. The study thus provides comprehensive concepts for different military exercises of armed forces in attempt to facilitate each exercise work and assure the accomplishment of tasks.
