專案管理運用於軍售作業之探討

摘要


「專案」(Project)是一項在預定的時間內投入預定的資源,以達到特定目標的工作,「專案管理」則是應用管理的原則及方法,使專案得以順利進行達成預定目標。專案管理的目標在於運用管理的技巧使專案能夠在預定的時間、預定的預算內達到所要求的功能。因此,對於時程、成本及品質的規劃與控制便成為專案管理的核心。 我國現階段主要軍事武器裝備獲得來源有國內自製及向外採購等二種,由於關鍵技術發展不易、國內市場經濟批量不足及我國的特殊政治處境之影響,使國內武器裝備自製研發能力承受各方面之限制與壓力,以至於在關鍵時刻仍傾向於向外採購。我國雖曾分別向荷蘭、法國購買潛艇、飛機、戰艦等武器裝備,然礙於國家外交處境,及多年來使用美軍裝備之事實,現主要武器裝備仍以軍、商售方式向美國採購獲得居多,且以軍售為主、商售次之。 陸軍採購之武器系統,自建案初始,即編成專案經理團隊,運用專案管理之知識和技巧執行軍售案各項工作之計畫、執行、管制與考核。民國87年10月,更成立「整後中心」 (現更名為計畫處獲得管理組)作為陸軍各項武器系統專案管理之專責單位。其後,陸續完成「專案經理團隊作業手冊」、「專案經理團隊資訊系統開發」及「專案經理團隊機制推廣」與「專案經理團隊專案會議實施計畫」等多項規劃,對軍售案之專案管理工作推行可說不遺餘力。然而,在投入大量人力、時間和金錢之餘,所獲得的效果卻有不盡理想之處,其中的原因,可以從組織面、管理面、作業面等多方面來探討。本文重點即在探討陸軍軍售案專案管理所發生的問題,並經由相關之實務經驗及文獻提供各項問題之解決建議方案。 國軍是國家的軍隊,為國家生存發展及百姓安全福祉而戰,對於國防武力之建構,自當有捨我其誰之熱忱。國軍的發展仰賴全民的支持,對於軍售案專案管理之工作,應該力求完美,讓專案能如期、如質、如預算完成,如此才能有效建立國防武力,節省國庫開支,並進而建立量小、質精、戰力強之現代化國軍。

「Project」is to invest specific time and resources to reach a specific goal.「Project management」is to apply the knowledge of management to make project reach the goal smoothly. The objective of project management is to make the project be the one we want in specific time and budget, so ,control time and budget become the core of project management Our major weapon systems come from two main sources:made domestically or buy overseas. On account of different restrictions and pressures, we usually tend to buy overseas finally. Although we ever bought weapons from Netherlands and French, however, the main resources is United States. Most are FMS cases, some are commercial sales cases. The weapons ROCA bought must organize project management team from the beginning. Use related knowledge to manage project.Oct.1998,ROCA set up ILCC (now is weapon acquisition management division) as the specialized organization. After that ILCC developed different manuals, plans and systems to promote FMS cases project management. Nevertheless, after investing much manpower, time and money, the outcomes are not happily satisfied. To study the reasons, we can discuss from the aspects of organization, management and operation. The main purpose of this thesis is to probe into the problems of FMS project management in ROCA then provide proper solutions via related experiences and documents. Militaries are the forces of the country, fight for the country and the people. Military personnel should try their best to build up national defense power. The developments of military totally rely on the support of the people. Army should make the FMS cases project management as perfect as possible. Accomplish the cases in time, budgetary and quality assured. By doing so, we can establish strong national defense power, save government budget and build a small, strong, efficient military.
