應用新興科技達成永續發展目標SDG12及SDG13之優選與因素分析

摘要


自從聯合國公告了2030全球永續發展議程(Agenda 2030)及17個永續發展目標(SGDs),近年來國際間企業永續發展的呼聲持續高漲,已開發國家正積極爭取隨著SGDs潮流的商機,我國在國際產業鏈之外貿需求與國際環保及永續議題連動性高,也因為全世界對於SDGs的關注程度日益上升,使得越來越多投資者與消費者開始主動關注企業針對SDGs所實施的相關策略,而對於具有高度潛力與高度不確定性的新興科技,如何以這些新興科技協助達成SDGs也成為一大課題。 本研究以此為背景,透過永訊智庫提供之AI資料探勘技術截取2019國內企業CSR永續關鍵字報告,了解目前國內企業為求達成SDGs所採舉之措施與策略,並分析不同產業類別之間關注重點之差異。接著根據專家問卷,從16項新興科技中篩選與SDG12及SDG13關聯度較高之新興科技-分別為人工智能、大數據、工業物聯網三項新興科技,進行下一階段專家問卷評分。經由DEMATEL方法學分析以整體新興科技與此三項新興科技達成SDG12及SDG13時其關鍵因素彼此的影響情形,從而判斷不同新興科技在協助達成SDG12及SDG13時需重點關注之因素。 結果發現在應用不同新興科技達成SDG12及SDG13時,需優先重視之關鍵因素多為:政策與法令落實程度、國家永續願景推動方向、客戶需求及消費者支持、達成永續環境績效等四項因素,與整體新興科技達成SDG12及SDG13之優先實行因素高度重合,因此未來發展之新興科技能以此為考量進行策略制定。

Since the United Nations announced the 2030 Global Sustainable Development Agenda (Agenda 2030) and 17 Sustainable Development Goals (SGDs), the calls for sustainable development of international enterprises have rised in recent years, and developed countries are also actively seeking business opportunities following the trend of SGDs, Taiwan’s demand for foreign trade in the international industrial chain is highly linked to environmental protection and sustainability issues, and because the world’s attention to SDGs is increasing, more and more investors and consumers have begun to focus on the implementation of SDGs by enterprises. For emerging technologies with high potential and high uncertainty, how to use these emerging technologies to help achieve SDGs has also become a major issue. This research uses the AI data exploration technology provided by Sustaihub to intercept sustainability keyword report from domestic enterprises CSR in 2019, to understand the current measures and strategies adopted that domestic enterprises to achieve SDGs, and analyze the difference in focus from different industry categories. Then, according to the expert questionnaire, select top three emerging technologies with higher correlations with SDG12 and SDG13 from 16 emerging technologies for the next stage of expert questionnaire scoring. Via DEMATEL methodology to analyze how the key factors affect each other while the overall emerging technology and these three emerging technologies reach SDG12 and SDG13. In order to determine the factors that different emerging technologies need to foucs on when assisting in achieving SDG12 and SDG13. The results found that when applying different emerging technologies to achieve SDG12 and SDG13, most of the key factors that need to be prioritized are: the degree of implementation of policies and regulations, the direction of the national sustainability vision, customer needs and consumer support, and achieving sustainable environmental performance. This conclusion highly coincides with the priority implementation factors of using the overall emerging technologies to reach SDG12 and SDG13. Therefore, future development of emerging technologies can use this as a consideration for strategy formulation.
