附加價值發展層級理論在美食觀光中之探討及應用- 以茶觀光為例

摘要


茶一直是台灣重要的經濟作物。歷經多年發展,茶葉已與各生產、製造及消費的區域密不可分,因而於各地發展並呈現經濟價值外的文化多樣性。據此,茶在台灣美食觀光中未來發展的重要性絕對無法忽視。Hjalager(2002)的「附加價值發展層級理論」以「延伸價值鏈」為基礎,探討價值鏈中的附加價值發展的範圍及本質,本研究認為該理論對於本研究深具啟發性。因此透過該理論為架構,藉由茶在茶觀光發展中不同的階段,所擔任的角色及形態的轉換,以了解並探討地區當中茶觀光發展狀況。本文以台灣北部的包種茶路及茶園為個案研究對象,並應用質性研究之文獻回顧、參與觀察、深度訪談、焦點團體等研究方法進行探討與比較。研究個案分析結果顯示,兩者在食物的生產及製造部分,也就是當地發展及垂直發展等階段有著較多相似之處;然而在包種茶路的部份,則應用較多的知識、傳統及文化等無形資產元素於美食觀光活動中。此外採用焦點團體法所得資料,並應用該理論以提出適合台灣茶觀光發展之建議,包括五個類型,即為「瞭解暨推廣茶與料理的連結」、「藉由不同標準或是價值觀,對於提供茶與料理結合的飲食業,予以認證或評鑑」、「品質認證或標章」、「創造以茶與觀光為基礎的活動」以及「相關知識/無形資產的轉化及應用」。

The purpose of this paper is to explore the characteristics and success factors of the value added of tea tourism in Taiwan. focus-group interviews and case studies as a means of qualitative data collection, have gained popularity amongst professionals within the tea sector and tourism fields. this paper describes tea tourism from gastronomy tourism theories .For example, Hjalager(2002) described the development of gastronomy tourism. Value added of gastronomy tourism is discussed in a hierarchical model with four orders: the digenous, the horizontal, the vertical and the diagonal. The role and practice of different orders of value added are examined using a multiple case study strategy in the Paochong tea route(Taipei) and the tea garden(Taipei). The results obtained from the tea garden case study show that in a first order typology of development, a second-order typology and third-order development are especially valuable. An examination of this case demonstrates that many initiatives of those three value added hierarchy are adopted. In Paochong tea route, evidences show that successfully tea tourism involving different existing organizations and their effort is dependent on the common goal. our results reveal that existent tea cultural diversity may very well be an important exhibition of diversity with consequences on production as well as consumption. It demonstrated more intangible elements links with tea tourism are considered important tourism strategy.
