土地複丈業務委託外包之研究：以中台灣地區為例

土地為人類不可或缺的生活資源之一，為落實國土管理、保障人民私有財產，土地測量便有其必要性。有鑑於此，我國於各縣市設立地政機關，辦理地籍圖重測、土地複丈等土地測量業務，然而隨著土地價值水漲船高，進而帶動土地使用、交易日益頻繁，也為地政機關帶來相當的工作量，然而許多地政機關卻又面臨測量人員不足的情形，將導致地籍圖重測等政策性業務進度緩慢、土地複丈業務辦理期程拉長等問題發生。民國96年，內政部訂定「地政機關委託辦理地籍測量辦法」，期望透過委外的方式來解決地政機關人力不足、業務量繁重的問題，就現今的委外狀況來看，土地複丈採用委外方式辦理的比例明顯比地籍圖重測更低，然而根據陳素霞（2011）的研究，屬於技術性、操作性土地複丈業務應該是比地籍圖重測更為適合委外的，然而委外的實際情形卻完全不同，因此本研究期望找出目前土地複丈業務在推動上有那些困境。本研究透過文獻分析法、深入訪談法、個案研究法進行資料的取得與分析，發現影響土地複丈業務委外的因素包括市場規模、目標態度、經費預算、執行能力、契約內容及溝通效率，其中市場規模、目標態度與經費預算將會直接影響到土地複丈業務能否成功委外，進而導致土地複丈業務委外比例較少的狀況發生。最後，本研究依據研究結果，對土地複丈業務的委外困境提出改善建議，供地政機關參考。

Land is an indispensable resource for human. To implement land management and protect private property, land surveying is necessary. Therefore, Land offices are set up in each city to deal with resurvey of cadastral map and land resurvey. The rising of land value brings lots of works to land offices. In this case, many land offices are faced with the shortage of surveyor and the heavy workload. In 2007, the ministry of the interior formulated a low for outsourcing of land survey. It is hoped that solving the problems which land offices are faced with. Currently, the proportion of outsourcing land resurvey is lower than the proportion of outsourcing resurvey of cadastral map. However, according to the study of Chen, Su-Xia (2011), land resurvey is more suitable for outsourcing than resurvey of cadastral map, which is different from the reality. Hence, this study expects to find out the difficulties of outsourcing land resurvey. This study finds out the factors that influence the outsourcing land resurvey includes market size, target attitude, budget, execution ability, contract content and communication efficiency by document analysis, depth interview and case study. Among them, market size, target attitude and budget would affect whether land resurvey can be successfully outsourced, which cause the proportion of outsourcing land resurvey is lower. Finally, based on the research result, this study provides land office with some suggestions for improvement in the difficulties of outsourcing land resurvey.
