塔信時期泰國外交政策分析(2001–2006）

本文是以塔信時期的泰國外交政策作為研究的內容，塔信時期全球政治和經濟格局發生了巨大的變化，二十一世紀的亞洲也展現巨大的經濟活力，並迅速成為美國和歐洲之後，世界第三個重要的經濟區域，所以泰國必須微調其外交政策的方向；而泰國外交政策的變化，則是本文所要探究的重點。泰國在塔信時期（2001–2006）的外交政策是直接由總理塔信所主導的，在此期間，外長被任命監督泰國的對外事務，塔信和泰國的外長進行泰國外交的突破，改變過去好幾百年國家傳統外交政策的內容。在過去，泰國的外交政策主要是受制於國際環境的影響，泰國傳統的外交政策在很大程度上是參與超級大國的政治，依賴歐美等強權國家。本研究發現，塔信的外交政策，強調與鄰近國家重建關係，建立與世界其他地區的夥伴關係，共享繁榮的理念。塔信外交政策的目的是希望透過經濟外交，擴大影響大陸東南亞地區。塔信政府有五個關鍵的外交政策倡議，分別是：亞洲合作對話（ACD）、伊洛瓦底江、昭披耶河、湄公河經濟合作戰略（ACMECS）、雙邊自由貿易協定、由泰國推動的「曼谷進程」、聯合國秘書長候選人的提名。這些主要的外交政策舉措表明塔信的決心，提高泰國在區域及全球的影響力與國際地位。

This thesis is an annalysis of Thai foreign policy under the Premiership of Thaksin Shinawatra.The Thaksin period was one of the most intense periods of Thai diplomacy.The global political and economic landscape had changed tremendously and that it was necessary for Thailand to fine-tune its foreign policy orientation accordingly.The new millennium possessed great economic dynamism and was fast becoming the world's third most important economic region after the United States and Europe.This paper deals about how the changes in this region affect the foreign policy of Thailand. Thailand's foreign policy was under the direct dictation of Prime Minister Thaksin Shinawatra throughout 2001-06.During this period,foreign ministers were appointed to oversee the country's external affairs.Thaksin and his foreign ministers embarked on revolutionizing the way Thai diplomacy was conducted,and changed habits of past centuries and the content of the country's traditional foreign policy. In the past,Thai foreign policy was primarily formulated in response to international environment.Thailand's traditional foreign policy was largely infatuated by its involvement in superpower politics. Thaksin diminished the Thai reliance on the West, namely the United States and Europe. Thai foreign policy under the Premiership of Thaksin Shinawatra emphasis on rebuilding ties with immediate the weaving of partnership with other regions of the world and sharing of prosperity. Thaksin’s foreign policy to extend influence on mainland Southeast Asia through his economic diplomacy.Five key foreign policy initiatives under the Thaksin government. They are: the Asia Cooperation Dialogue(ACD), the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy(ACMECS), the bilateral FTAs, the Bangkok Process, and the nomination of the Thai candidate for the position of the United Nations Secretary-General (UNSG).These major foreign policy initiatives showed Thaksin's determination to plant Thailand at the forefront of global politics.
