邁入二十一世紀,英國開啟了國際教育新時代,無論是參與歐盟的教育計畫,或是推展與世界各國的教育交流,在在的顯示其對國際教育的重視。為了賦予英國國民能擁有在全球化社會下生活與工作所需的知識、技能和理解,英國教育與技能部出版了《讓世界進入一流的教育》,建立了完整的教育、技能和兒童服務之國際策略。因此,本研究希冀藉由英國國際教育政策之探討,以作為我國未來發展中小學國際教育之參考。 基於此,本研究以文獻分析法為主,半結構式訪談法為輔,探究英國中小學國際教育策略,首先探討全球化脈絡下的國際教育,其次,探究英國英國中小學國際教育之政策與交流計畫,最後,探究英國中小學國際教育交流的實施成效並提出建議。 本研究歸結出英國國際教育所具的特性如下:一、全球面向與歐洲面向兼具;二、外國語言教學向下紮根;三、網路平臺的建置,增加使用者的便利性與意願;四、增進不同文化的理解與包容力。因此,從本研究發現,英國之所以國際教育如此蓬勃發展最重要的是有一貫的國際教育策略支持、具有國際教育專長的教師、積極的全球面向融入課程、多重外語的選擇,以及豐富的網路資源等,皆能提供我國往後發展中小學國際教育之參考。
Into the 21st century, the UK opened a new era of the international education. British government has been actively involved in EU’s educational programmes and building up educational links with other countries around the world. To equip British citizens with knowledge, skills and understanding necessary for life and work in a global society, the Department for Education and Skills (DfES, now DCSF) published Putting the World into the World-Class Education in 2004 with an accompanying strategy documents, setting up an international strategy in education, skills and children’s services. Since then, the UK’s international education at compulsory education level has flourished. Based on the analysis of official documents and related literatures, the study first explores its international education strategies in the global context, then looking at the implementation of its specific policies and programs. Finally, the author evaluates the outcome of its implementation and offer suggestions. This study concludes that the UK’s characteristics of international education are as follows: firstly, combining both global and European dimensions. Secondly, the emphasis of foreign language learning. Thirdly, the online platform is key to its success. Finally, cultural understanding and tolerance have been promoted as a consequence.
