論文摘要 本研究主旨在探討雲林縣各鄉鎮市國民教育資源分配之狀況,透過相關文獻與學理的探討,建立可行之教育資源指標,並根據所建立之指標來進行實證分析,以了解雲林縣各鄉鎮市國民教育資源分配之現況,以及其是否符合水平公平之原則。並根據研究結果,提出具體之建議,以供教育行政主管機關做為政策決定之參考。本研究採用之統計方法包含六個水平公平量數與集群分析。根據文獻探討與資料分析,本研究主要結果如下: 一、雲林縣各鄉鎮市之國民小學教育資源分配仍有未符合公平之情形 二、雲林縣各鄉鎮市之國民中學教育資源分配仍有未符合公平之情形 三、雲林縣各鄉鎮市兩個學年度國民小學教育資源指標上集群分析的結果並無太大的差異 四、雲林縣各鄉鎮市兩個學年度國民中學教育資源指標上集群分析的結果並無太大的差異 五、教育資源分配最不公平的指標為各鄉鎮市班級數與各鄉鎮市教師數 六、雲林縣各鄉鎮市國民教育資源的分配存在明顯地區性差異 最後根據研究結果,本研究提出增進雲林縣各鄉鎮市國民教育資源分配公平之建議以供教育行政主管機關參考,並對後續研究提出研究之建議。
Abstract The major purpose of this study is to analyze the educational resources allocation among 20 districts in Yunlin and for further understanding the differences among these districts. This study is to create available educational resources indicators through the discussions of the theories and the opinions of the experts. To apply these educational resources indicators to empircally analyze the current distribution of educational resources to understand its equity. Statistical treatment included six measures of horizontal equity and cluster analysis.The results of the research were as follows: 1. Allocation of educational resources in the elementary school level in 20 districts was unequal. 2. Allocation of educational resources in the middle school level in 20 districts was unequal. 3. There are almost the same kinds on cluster analysis of distribution of educational resources in the elementary school level in 20 districts. 4. There are almost the same kinds on cluster analysis of distribution of educational resources in the middle school level in 20 districts. 5. According to the horizontal equity analysis, there were several extremely unequal indicators of educational resources allocation among 20 districts in Yunlin. 6. Disparity in compulsory educational resources still exists in various districts in Yunlin. According to the conclusions of this study, some recommendations were provided for the educational authorities and further researches.
