我國高中教育資源管理績效評估之研究

A Study on Performance Evaluation of High School Educational Resources Management in Taiwan

摘要


教育資源的投入是促進教育機會均等及提升教育品質的重要途徑。本研究旨在發展教育資源管理績效評估指標,藉以探討教育資源管理公平性、充足性與效率性。 首先以模糊權重發展教育資源管理績效評估指標,包括15項投入指標與5項產出指標,並以高中教育資源管理績效評估指標,進行各高中教育資源分配公平性檢定及多元迴歸分析,接著以此為基礎,選取適當投入與產出教育資源管理績效評估指標,並運用資料包絡分析法(DEA)評估台灣182所普通高級中等學校的經營效率,進一步分析比較不同高中類型間資源管理及經營效率差異情形,藉由評估結果瞭解學校經營管理之情形,促使學校在經營管理上達到效率的目標。 具體之研究目的包括:一、探討我國高級中學教育資源管理績效評估指標的內涵和範圍。二、瞭解不同學校環境特質變數高級中學教育資源管理公平性。三、深究不同學校環境特質變數高級中學教育資源管理充足性。四、評估我國高級中學教育資源管理績效評估指標的經營效率,並分析不同學校特質變數高級中學,對教育資源管理績效評估指標效率值影響情形。 本研究重要發現與結論列述如下:(一)以模糊權重發展指標可評估我國高中教育資源管理績效評估公平性、充足性與效率性;(二)Gini係數檢視指標分配公平性,提供主管教育機關與經營者明確訊息;(三)重視學校環境特質變數對學生學習成就影響;(四)DEA評估模式可達到學校經營管理績效評估目的。此外,本研究並對主管教育機關、經營者及後續研究等提出建議

The investment of educational resources is the important way to promote the equality of educational opportunity and to improve educational quality. This study was aiming at exploring indicators of educational resources management performance evaluation, so as to discuss equity, adequacy, and efficiency of educational resources management. Firstly, The researcher used the fuzzy weighting to explore educational resources management performance evaluation indicators, including 15 input and 5 output indicators, and then carries on equity test and multiple regression analysis of educational resources allocation among the various high schools. Secondly, the researcher selects the suitable input and output educational resources management indicators, using Data Envelopment Analysis (DEA), to evaluate school management efficiency of 182 high schools in Taiwan. Finally, the researcher analyzes and compares the differences between the resources management and the management efficiency among different types high school. According to the result, it will help the schools reach the management goals and become a great method for the educational resources management performance evaluation system as well. The concrete research goals of this study were shown as follows : first, to explore the connotation and the scope of our high school educational resources management performance evaluation indicators; second, to find out the equity of educational resources management among different types high school ; third, to explore the adequacy of educational resources management among different types high school; fourth, to appraise the management efficiency of the educational resources management performance evaluation indicators, and to analyze the efficiency value among different types high school. According to the result, we concluded: first , the indicators explored by using fuzzy weighting will be able to appraise equity, adequacy, and efficiency of educational resources management performance evaluation; second, Gini coefficient inspects the distributive equity of indicators and provides the clear information to the ministry of education and managers; third, managers should pay more attention to the school environmental special characteristic variables on the effect of the student study achievement; fourth, DEA model can evaluate the school management performance. Besides, the researcher presents recommendations to the ministry of education, managers, and further studies.
