澎湖博弈公投倡議聯盟的永續策略分析

本研究旨在探討澎湖倡議聯盟對博弈產業與永續發展之議題。首先檢審澎湖概況，輔以倡議聯盟理論、永續發展理論及文獻資料之探討與分析，建構出本研究架構，其主要觀察構面有政策信念、策略工具、外在事件、決策形成等四個構面，然後將觀察構面進行操作化，依據受訪者類型設計不同的訪談提綱，並進行深度訪談，最後將訪談結果分析。本研究主要是探討澎湖倡議聯盟針對博弈議題的立場，以釐清澎湖於永續發展之差異性與未來發展之可能性。研究發現如下：第一，在政策信念方面，倡議聯盟的成員對於博弈議題具有非常高度的共識，幾乎無法改變其信念。第二，在策略工具上，支持博弈聯盟因經費短缺之緣故，選用說明會作為策略工具；反對博弈聯盟則運用遊說與網路宣傳來爭取在地居民對反對興設博弈產業的支持。第三，在外在事件上，外在事件會對倡議聯盟的政策產出造成重大影響，尤其是政黨的交換，因前後任政府意識形態的迥異，通常會對重大政策造成關鍵性的影響。第四，在最高決策面上，政府面對維持現狀抑或設置博弈產業的澎湖，應接納不同的意見與聲音，妥善規劃發展目標，促使地方經濟繁榮，確保產業得以永續經營。

The objective of this study was to explore Penghu's advocacy coalitions for the gambling industry and sustainable development. First, the general situation in Penghu was reviewed, then the research framework based on discussions and analyses on the theory of advocacy coalition, the theory of sustainable development and other relevant literature was constructed. The main observation dimensions outlined in the framework include policy belief, strategic tool, external event and decision making. The operationalization of these four dimensions was applied to create interview outlines for each interviewee. After in-depth interviews, the results were analyzed. The main objective was to discuss the positions of the advocacy coalitions on the issue of gambling and clarify the disparity in sustainable development and the possibilities for future progress in Penghu. The research found the followings: (1) In terms of policy belief, the members of the advocacy coalitions had high consensus on the issue of gambling that are nearly impossible to sway. (2) In regards to strategic tools, the pro-gambling coalition utilized seminars due to a shortage of funds while the anti-gambling coalition used lobbying and online promotion to win the support of the local residents in opposing the gambling industry. (3) As to external event, it significantly impacted the policy output of the advocacy coalitions, especially when a different party was voted into office. The significant difference in ideology between the former and later government usually critically impacts the major policies. (4) At the final decision level, the government, faced with the decision to either maintain the status quo or establish a gambling industry at Penghu, should be receptive to the different voices and opinions, properly plan development objectives, promote the prosperity of the local economy, and ensure the sustainable operation of the industry.
