軍訓組織變革對軍訓教官生涯規劃策略之研究

摘要


自2004年7月起教育部著手進行軍訓組織調整,在組織變革過程中,軍訓教官必須承受組織變革所產生的影響,都將成為軍訓組織變革是否成功的重要關鍵因素,研究者體認到軍訓教官的生涯規劃調整,將在其中扮演不可忽視的重要角色,故以軍訓組織變革對於軍訓教官生涯規劃策略為題進行研究。 本研究期望能瞭解軍訓組織變革下,現職軍訓教官應開始思考自己未來的離職或退伍生活規劃,並喚起軍訓主管機關對教官離職或退伍生活的關注,使教官們能有良好的離職或退伍生涯規劃,以預先做好心理調適或安排因應策略。再者,面對社會的千變萬化,對於離職或退伍生涯規劃是否取得專長證照轉任事業第二春。基於本研究研究動機,本研究希望達成下列三項研究目的:一、依據組織變革理論,探討軍訓組織變革之成因與脈絡;二、探討軍訓組織變革下,軍訓教官於生涯規劃的因應策略;三、探討軍訓組織應給予軍訓教官生涯規畫之協助。 本研究目的旨在探討軍訓組織變革下,軍訓教官的生涯規劃策略影響因素,據此進行相關文獻蒐集與彙整,依序探討組織變革、軍訓組織變革及生涯規劃因應策略之相關研究,以作為本研究方法依據及研究結果之對照基礎。綜合文獻探討結果,本研究將組織變革的成因主要分為外部力量、內部力量及組織文化因素,組織變革的推動亦難以避免面臨內部的、外部的、組織層面的及個人的抗拒。組織變革抗拒的成因主要原因在於組織中的成員認知組織的變革可能對其造成直接或間接的經濟損失,導致其出現主動或被動的抗拒組織變革。本研究針對組織變革下的人員培訓及生涯規劃相關研究,以作為本研究因應策略提出之參考。 本研究採用專家問卷調查法並以模糊理論進行實證資料蒐集,研究對象為15位國內公私立高級中學(含)以上學校教官或已退伍之教官,資料分析方法基於模糊理論計算模糊數描述統計量與模糊相對權重,前者包括模糊平均數、模糊眾數與模糊中位數,主要瞭解研究對象意見集中情形,模糊標準差則是為了瞭解意見歧異的情形,再以模糊相對權重分析各種影響因素之重要性程度。最後,為瞭解模糊相對權重看法是否一致,再進行Mann-Whitney U與Kolmogorov-Smirnov獨立樣本考驗。 研究結果發現:一、軍訓組織變革後,教官在積極爭取晉任以續留現職方面,抱持肯定與正面看法。對於退伍轉職方面,歸納為較無意願選項。二、專業能力策略發展方面,教官傾向考取與自身工作相符的證照,而考取專業度較高之技術證照意願則較低。三、退伍後的生活適應協助策略,在媒合就業及福利保障獲得教官支持,與經濟收入較無關的項目則較為不受教官的青睞。最後,研究者並根據研究發現,提出相關建議,以供教育實務及未來研究之參考。

In this paper, the causes of organizational change are mainly divided into external forces, internal forces and organizational culture factors. In this study, the expert questionnaire survey and the fuzzy theory of empirical data collection, the research object for the 15 domestic public and private high school (above) school instructors or retired instructors, data analysis method based on fuzzy theory calculation fuzzy number description statistics and fuzzy relative weight, the former includes fuzzy mean, fuzzy number and fuzzy median, mainly to understand the concentration of research object concentration, fuzzy standard deviation is to understand the situation of disagreement, and then fuzzy relative weight analysis of various factors The degree of importance. Finally, in order to understand whether the fuzzy relative weight view is consistent, then Mann-Whitney U and Kolmogorov-Smirnov independent sample test. The results of the study found that: First, the military training organization changes, the instructors in the active fight for the renewal of the current position, hold positive and positive view. For retirement, it is classified as a more desirable option. Second, the development of professional competence strategy, instructors tend to obtain a certificate consistent with their own work, and obtain a higher degree of professional technology will be lower. Third, after the retirement of life to adapt to the strategy, in the media employment and welfare protection to obtain instructor support, and economic income is more unrelated to the project is more free from the instructors of the favor.
