在行政院文建會1994 年的倡議推動下的「社區總體營造」概念,不僅成為臺灣近年來最具突破性的文化政策,也為傳統鄉村帶來新的活力與契機。其中921大地震,在初期帶來的危機與重建過程中的轉機,都成為政府與民間大力推動的政策工具之一,並累積諸多成果。 值此,本研究將援引位於地震重建區域中的南投縣草屯鎮御史里社區作為研究案例,輔以社區營造與生態社區的概念,剖析御史里社區在推動社區營造的過程中,相關的社區營造課題、各議題的行動內容及策略。如在921初期剛發展的文化生態階段、隨後環保生態階段、另再從文化面擴充的社區博物館階段,以及現在的環保小學堂階段等諸多面向與議題,來進深入的探討及剖析。 綜觀上述課題,本研究發現各議題面向的階段策略是有所差異的,未來除應掌握御史里社區的發展優勢外,也應配合社區組織運作能力活化的方案進行優勢使用。至於在各的議題面向上,本研究發現:「透過未來發展議題」的「社區會議」係驅動社區凝聚力的價值;社區內人文歷史、古文物蒐集與生態資源調查;建構社區內生態社區的營造內涵;環保小學堂的進行—未來永續發展方針。
In the Council of Cultural Affairs in 1994 under the initiative of promoting the "community architecture" concept, not only the most recent breakthrough in Taiwan's cultural policy, but also bring new vitality to the traditional village and an opportunity. On the occasion, will be cited in the study area in the Earthquake Reconstruction Caotun Township, Nantou County Yu-Shi Community as a case study, supplemented by community-building and the concept of ecological communities, analysis of the censor in the community to promote community-building process, the relevant community building issue, the issue of mobile content and strategy. Just as in the 921 early stage of development of cultural ecology, environmental ecology later stage, the other side from the expansion of community museums and cultural stage, and now the stage, and many other small school environment and issues-oriented, to enter in-depth discussion and analysis. Summing up the above issues, the study found that all the issues facing the stage of strategy is the difference, should have a censor in the future in addition to community development advantages, but also the operational capabilities of community-based organizations should be compatible with the activation of advantage to use program. As for the issues, this study found that: "With the future development of the subject" and "community meeting" line drive the value of community cohesion; community cultural history, antiquities collection and an environmental survey; construction of the ecological community to create a community content; environmental conduct a small school - the future of sustainable development policies.
