以臺灣原住民部落文化與生態永續發展里山韌性指標評估模式之研究-以南投仁愛鄉南豐村為例

A Study on the Evaluation Satoyama-model of Resilience Index Based on Taiwanese Aboriginal Tribe Culture and Ecological Sustainable Development - A Case Study of Nan-Feng Village

摘要


國際「里山倡議」目標之永續產業及生物多樣性,在「生態」與「經濟」作為自然保育與在地發展並重的目標,也是近期政府推動農業發展的政策與方向,農村是主要的糧食生產的根源,提供當地社區需要的自然資源,但卻需要維護這種生態系統的永續性和土地資源不會匱乏。近年經常出現以「里山」為名的多樣相關活動、營隊、研習等,但部分僅為初期,目前正處於發展階段,尚缺乏明確評估及示範案例。為協助整體部落或農村發展正確的里山目標,在本研究中實際導入參考SEPLS(社會-生態的生產地景)之規劃概念以及里山倡議的「願景-方法-行動三摺法」,並選擇南投縣仁愛鄉南豐村一處具農村再生社區潛力的原住民聚落(眉溪部落)為研究目標,據此韌性指標評估里山之作法,試圖協同規劃的理論和質性研究方法,以參與式行動研究方式,促進在地村民、地方主管機關官員和相關專家之間的夥伴關係。協助主管機關和地方社區等權益關係者,分析傳統文化與復育生態或產業地景間之競合關係,經評估得到初步結果:原住民傳統概念「夠用就好」恰與里山精神不謀而合,大部分指標都相符,且部落居民對於整體部落發展認知度高。但在里山韌性指標框架下,在「治理與社會公平」及「知識與創新」之部分指標發現認知差異,未來值得再深入探討。

The International Satoyama Initiative's target on the sustainable industry and biodiversity is taking "ecology" and "economy" as the goal for both nature conservation and local development, which are also the policies and directions for the agricultural development that Taiwanese government pressing ahead shortly. The rural areas are the major source of food production, and it provides the natural resources needed by the local community, however, we need to maintain the sustainability of the ecosystem and the land resources. In recent years, there have been many kinds of activities, camps, and studies that appeared in the name of Satoyama, but some of them are only in the development stage, and still no clear assessments and demonstration cases. To assist the rural areas in developing the correct Satoyama targets, the planning concept of SEPLS (Socio-ecological Production Landscapes and Seascapes) and the vision of the three-fold approach of the Satoyama Initiative are introduced in this study. We selected an indigenous community (Alang Tongan) with the potential of rural regeneration in Ren'ai Township, Nantou County as the research target. Based on the indicators of resilience from the Satoyama Initiative, we tried to coordinate the theoretical and qualitative research method that we planned, and promoted partnerships between residents, competent authority, and relevant experts. We assisted the competent authority, local communities, and other stakeholders to analyze the competitive relationship between traditional culture, ecological restoration, and industrial landscapes. The preliminary result of the appraisal shows that the indigenous traditional values "Just enough" track with the concept of the Satoyama Initiative. Most of the indicators are consistent, and the residents have a high cognition of the overall community development. However, under the framework of the indicators of resilience, cognitive differences are found in some of the indicators such as ''governance and social fairness'' and ''social Welfare''. There is something that deserves consideration in the future.
