地方政府業務委託民間經營之研究---台中市與南投縣之比較分析

摘要

我國推行政府業務委託民間辦理已經有一段時間，近年來更成為行政院大力推動的重要政策。因此，由中央到地方無不有計畫地進行推動此一國家重要施政方針。
本研究主要以台中市與南投縣為例，因在不同的外在環境因素的影響下，可推測都市型與鄉村型的政府政策施行有所差異，由此論點之基礎，本研究假設台中市與南投縣之委外政策有其相異性，希冀透過本論文之研究，瞭解目前台中市與南投縣委外案例之類型、監督機制以及績效為何？一方面可以了解台中市與南投縣於業務委託民間辦理之現況是否真的有所差異？另一方面透過案例探討有無所缺失，進而試圖提出政策性建議。

Our country carried out the government service “contracting out “already had period of time, in recent years became the major policy which the Executive Yuan impelled vigorously. Therefore, has the plan from the central committee to the place to carry on all impels this national important administration policy.
This research mainly take Taichung City and of Nantou County as an example, because under the different external environmental factor's influence, may extrapolate that the metropolis and the village government policy execution has a difference. From this foundation of the argument, this research supposition Taichung City and Nantou County the policy of “contracting out” has its diversity. Hopes for research of by the present paper, understanding Teaching City and Nantou County’s cases for contracting out about type, supervise and performance. On the one hand may understand that Taichung City and Nantou County handle present situation in the service contracting out whether really has a difference? Whether there is on the other hand penetrates the case to discuss the flaw, then attempts to put forward the policy advises.
