為建立並落實行政院頒「公共工程施工品質管理制度」,個案公司擬藉由品質管理教育訓練,灌輸工程人員品質觀念,以品質管理系統之新知及工程技術之實務,提升工程施工品質,確保工程施工成果都能符合設計及規範的品質要求。 國內工程品質良莠不齊,長期來遭受相當大之詬病,雖然有些是制度上的問題,但施工品質管控之不良是最大的主因。尤其是水電工程,其設備幾乎皆在工廠生產,真正的品質管理在工廠時就應加以管控,所以水電工程設備之品管,並非全部在工地現場;選擇品質管控優良的廠牌,是做好水電工程品質管理的第一要領。 營建工程中,水電工程與土建工程是一體二面,息息相關,更是相互依賴。不論是土建或水電工程業者,對於本身專業工作之品管,當可依契約規定辦理相關之檢驗,但對於,常因相關業者於施工前未詳加了解圖面結構與分工,或因彼此溝通不良,導致工程收尾不良而生瑕疵,影響工程品質。所以,水電工程不但在本身專業上應加強品管外,對於與土建工程的整合,更是品管最重要的事項。 個案公司在水電工程之施工,均依品質計畫書執行品質管制,施工品質管理標準與自主檢查更落實執行,本研究綜合整理這些個案公司的執行經驗,期使未來的相關業者有可以遵循之依據。
In order to establish and implement the “Quality Management System for Public Works Construction” issued by the Executive Yuan, the case company plans to inculcate the concept of quality of engineering personnel through quality management education and training, to improve the quality of the quality management system, and to enhance engineering construction quality. The quality enhancement project meets the needs and specifications of quality requirements. Frankly, the quality of domestic projects varies greatly, and they have suffered considerable criticism for a long time. Although some of them are institutional problems, poor construction quality control is one of the major reasons. In particular, in the hydropower project, almost all of its equipment is produced in the factory. The actual quality management should be controlled at the factory. Therefore, to enhance the quality control of the hydropower engineering equipment is not all on the construction site; selection the brand of quality control is way to ensure the best for quality management of hydropower projects. In a construction project, the mechanical and hydroelectric work and the civil engineering work are two sides of one coin that are closely related to each other and mutually dependent. Even though the civil engineering or hydropower engineering industry can carry out quality management of their own professional works, when the two parts of work putting together, it is often that the operators did not understand the structure and drawings, or they do not communicate with each other before construction, that leads to low quality results. Therefore, the mechanical and hydropower projects should not only focus on the quality control in their own profession, but have to shed more lights on the integration of hydropower engineering and civil engineering projects. The case company's construction of the hydropower project was performed according to the quality plan book. The construction quality management standards and independent inspections were also implemented. This study comprehensively collated the implementation experience of the case companies that can provide a standard procedure for other companies to follow.
