台電太陽能產業永續發展策略之研究

本研究旨在探討台電太陽能產業永續發展策略，採質性訪談的方式進行，訪談對象是台電與經濟部能源局主管，選取依據推薦者介紹的抽樣方式，接著採用滾雪球抽樣的方式。研究者希望透過本研究達到以下目的：1.探討台電太陽能產業永續發展的影響因素。2.探討台電太陽能產業永續發展遇到的困境與因應方式。3.提出台電太陽能產業永續發展的策略與方法。透過七位台電與經濟部能源局主管對台電太陽能產業永續發展的影響因素之分析，台電太陽能產業永續發展的困境與因應方式之分析，最後探究台電太陽能產業永續發展的策略與方法之分析，從其訪談資料對台電太陽能產業永續發展策略作概略的歸納與探討，獲致主要結論敘述如下： (一) 台電太陽能產業永續發展受到政府政策以民間屋頂型發電為主、地理氣候日照不足、整體成本仍高、技術品質的優良、電源結構以多元化為主軸、國際情勢使太陽能風氣盛行影響。 (二) 台電太陽能產業永續發展遇到的困境有土地面積不大、發電與售電量不足、技術應用-太陽能電池及智慧電網的普及、各界的抗爭與多方意見、政府政策-碳排放量與減少補助的困境、能源產業市場波動性大等困境。 (三) 對於困境，其因應方式為：以屋頂型發電為主，以設置量為目標值，內銷市場持續擴大，技術層面與管理層面不斷精進，民眾配合使用智慧電表，與各界溝通協調衝突，再生能源法律條例的簡化，節能減碳政策的推動，補助減少仍有長期利益，合理的電價方案等因應方式。 (四) 台電太陽能產業永續發展的策略為：重視綠色政策、鼓勵業界投資的行銷策略、組織交流的共享平台策略、穩定減核、確保核安策略。 (五) 台電太陽能產業永續發展的方法為：推廣溫室農業太陽能、新建築預留太陽能管線施工、示範型社區擴大為台灣示範島、台電為輔助民間太陽能的諮詢服務角色。本研究根據研究結論，針對政府主管機關單位、台電公司、民間業者、民眾、及未來研究方向提出建議。

This study aims to explore sustainable development strategies of solar energy indus-try in Taiwan power company. It adopts the qualitative interview method, and the inter-view targets are directors ofTaiwan power company and Bureau of energy, ministry of economic affairs. The selection criteria are based on a sampling way of commend intro-ducer, and then a sampling way ofroll a snowball. This author hopes that this study can meet the following goals and objectives: (1) Explore the influence factors of Sustainable development of solar energy industry in Taiwan power company; (2) Explore the difficul-ties encountered and the ways used to cope with said difficulties of sustainable develop-ment of solar energy industry in Taiwan power company; (3) Bring up the strategies and methods ofsustainable development of solar energy industry in Taiwan power company. This study researches and analyzes seven directors ofTaiwan power company and Bureau of energy, ministry of economic affairs.The influence factors, the difficulties en-countered and the ways used to cope with said difficulties,and the strategies and methods of sustainable development of solar energy industry in Taiwan power company are all analyzed and explored. Furthermore, information garnered from interviews is both summarized and explored, and the following mainconclusions are listed as follows: (1) The sustainable development strategies of solar energy industry in Taiwan power companyiseffectedbythe government policy of mainelectric power in folk roof, climate of sunshine insufficient,the whole cost still high, the excellent of techniqueand quality, the diversification power structure,the prevail of solar energyfashions due to internationalsituation. (2) The sustainable development strategies of solar energy industry in Taiwan power com-pany encountered difficulties by seldom landarea, the insufficient of the amount in gen-erate electric power and sell power,technique applicationin universal of solar energy bat-tery and smart grid, resist from many field and different kinds of opinion,the government policy of carbon emissions and decreasedsubsidy,the high market fluctuate in power property. (3) Facingthese difficulties,the solutionsare the main generate electric powerin roof,the target valuein the amount of set up,the broaden of sold inside the country, progress continuouslyin technique and management,the public corporately use the smart me-ter,communicate and coordinate the conflicts with every fields, simplify the laws and regulations of renewable energy resources,moving policy of energy conservation and emission reduction,long-term benefits although the subsidyreduced,reasonable power price program. (4)The sustainable development strategies of solar energy industry in Taiwan power companyare the value on green policy, marketingstrategies of encouraging invests by enterprises, the strategies of share platform in organization exchange, the strategiesof stable reduce in nuclear energy and ensure safe in nuclear energy. (5) The sustainable development methods of solar energy industry in Taiwan power companyare the promote ofgreenhouse agriculture solar energy,remain in advance the solar energy line pipe for construction in new building, demonstrate community broaden to demonstrate Taiwan island, Taiwan power company play the role of consult and ser-vice to assist solar energy in folk. This study proposes suggestions according to research conclusions forgovernmentadministrations and institutions, Taiwan power company, enterprises, the public, and future research directions.
