摘要 本研究旨在了解目前美國加州高等教育總體規劃下,各級高等教育系統的教師評鑑實施過程、評鑑指標和評鑑的回饋。最後進行比較分析,並給予我國大學教師評鑑體制相關建議。研究部份,探討美國大學教師評鑑的歷史起源、發展和早期評鑑教師方法。之後探討加州高等教育總體計畫對高等教育如何分類,並透過高等教育的分類發展出不同的教師任務,形成的教師評鑑政策。隨後,探討加州三級高等教育機構,加州大學系統、州立大學系統以及社區學院系統,在實施教師評鑑制度時各項評鑑指標和評鑑方式、政策上之異同。在研究發現部分,加州三級高等教育系統在受到高等教育總體計畫的影響後,在評鑑指標上有相當的差距,加州大學系統以教師的研究或相關研究貢獻,作為評斷教師是否可以升遷的主要依據。而州立大學系統對教師要求著重在教學上,研究居次。社區學院部分,則要求教師教學外,更需對學生的輔導和生涯規劃負責。在高等教總體計畫的影響下,加州高等教育系統的教師對要求責任規劃的相當明確。在建議部分, 我國可將高等教育機構進行分類,明確的定義高等教育機構的發展目標。同時分類後,高等教育機構的教師也釐清學校對教師的要求,讓教師的責任也更明確。
Abstract This study aimed to understand the under California Master Plan of Higher Education, all levels of higher education systerm of faculty evaluation implemented, assessed indicators and evaluation feedback. Finally, compared and analysised to give relevant recommendations for our faculty evaluation policy. This study focused on United States faculty evaluation of the historical origin,developmented and early faculty evaluation models. Secondly, studied California higher education master plan how to classification of higher education and developmented through the different categories of higher education faculty in the task,and to formated of the faculty evaluation policy. Then explored the three institutions of higher education in California, the University of California system, state university system and community college system, their diferent on faculty evaluation, include evaluation indicators and evaluation methods, policy. This study found three higher education faculty evaluation effected by California master plan. The evaluation indicators has a considerable gap, in University of California system faculty evaluation focused on research contribution. For State University System, faculty most has great performed in teaching,secondly was research. Finally, community colleges was required great teaching, also need gave student advised and career planning. Taiwan's higher education institutions can be classified, a clear definition of institutions of higher education development goals. Their faculty also have more specific responsibilities.
