摘要

本研究主要探討彰化縣田尾公路花園未來的發展策略，透過分析田尾地區內部環境所具備的優勢、劣勢與外部所環境的機會與威脅，以便對整體發展現況能有充分的瞭解。其次運用策略管理中的SWOT分析法，順應田尾鄉既有之優勢與機會，避免劣勢與可能產生之威脅，並透過對專家學者、地方首長、意見領袖及當地居民進行深度訪談後，所得到的意見，做出完整的綜合性評估，以研擬出地方永續發展的策略，促使地方在有限資源下做出最有利於地方發展之配置，做為後續推動地方永續發展之依據。最後提出研究發現與相關建議，希望能提供政府相關決策部門政策規劃執行之參考，並成為其它鄉鎮市邁向永續發展之路的標杆。

This study discussed the development strategy of future in TianWei of Chang-Hwa county, the penetration analyzes the superiority, the inferiority which the Tianwei area interior environment has and exterior the environment opportunity and the threat, and in order to can have the full understanding to the whole development present situation. In next utilization strategy management SWOT analytic method, complied with the Tianwei township already has the superiority and the opportunity, avoids the inferiority with possibly having the threat, and the penetration after the experts, the place officer, the opinion leader and the local resident carries on depth interview, obtained arrives opinion, making the integrity the comprehensive nature to appraise that, grinds draws up the place to continue forever the development the strategy, urges the place to make under the limited resources is most advantageous disposition to the place development, does continues forever basis of the development for the following impetus place. Finally proposed the research discovered and is connected the suggestion, hoped can provide the government reference the correlation decision-making body policy plan execution, and becomes other townships villages and towns to step to continues forever road of the development range pole.
