本文試以台灣地區擁有農地資源之農業主要經營者作為研究對象,就行政院農業委員會農糧署統計資料庫擷取2014年「農家戶口抽樣調查」原始資料,蒐集可能影響農民出租農地意願之因素,並透過多元羅吉斯迴歸模型進行實證研究,加以分析從個人人口社會特徵、農民福利及農場經營三個構面對農民出租農地意願之影響因素。實證結果顯示,性別、教育程度、工作性質、農地面積、有無請領轉(契)作補貼或休耕給付及有無請領老農津貼等是影響農民出租農地意願的因素,且以教育程度為大專及以上、農地面積越大、有領轉作補貼、契作獎勵、休耕給付及有領老農津貼的農民相對願意出租農地的機率較高;而主要經營者為男性且為專業農民其出租農地的意願則相對較低。
The subjects of this study are the agricultural operators in Taiwan who possess farmlands. With the data subtracted from “2014 Farm Households Sampling” compiled by Agriculture and Food Agency, Taiwan, a wide scope of factors affecting subjects’ willingness to lease was evaluated. And through applying the logistic regression model, three following dimensions: subjects’ social characteristics, farmers’ welfare statuses, and operation conditions were thoroughly analyzed. The empirical data showed that gender, education, profession, land size, as well as the statuses of claim for farmers’ welfare, such as transition (contractual) farming reward, set aside payment, and allowance for elderly farmers, all play substantial roles in affecting farmers’ decisions; the farmers with above college education, larger scale, and who claimed transition subsidy, contractual farming reward, set aside payment, and allowance for elderly farmers are more willing to have their lands rented; on the other hand, those male operators who farm professionally are relatively unlikely to lease their properties.
