勵馨基金會台中分事務所倡導未成年懷孕少女去汙名化之歷程

未成年懷孕事件衍生的相關社會問題，僅仰賴後端服務是無法完全有效改善的，應從根本體制改變，改善社會對未成年懷孕少女汙名化情形，建構友善環境，才能確實解決問題。倡導是社會變遷的媒介，也是非營利組織角色功能之一，因此，非營利組織應強化發展倡導專業能力及工作方法。本研究採質性研究方法，主要探討勵馨基金會台中分事務所投入未成年懷孕少女去汙名化倡導之初衷、發想、困境、挑戰及因應策略，期藉此研究結果，提供具體建議，作為非營利組織規劃倡導工作之參循，也傳承倡導實務經驗。本研究結論：組織投入未成年懷孕去汙名化倡導之發想來自於服務經驗，以服務為主、倡導為輔之模式運作，倡導方案邊行動邊成形，是具策略性、制度化之倡導工作，強調去汙名化倡導策略管理，包含多元倡導對象、形式、管道，善用個案真實故事等感性媒材及正向命名倡導方案等，同時，也面臨限制。最後，針對政府、非營利組織、未成年懷孕去汙名化議題、倡導工作及學術等面向提出具體建議。

The related social problems derived from teenage pregnancy are only dependent on the back-end services that can’t be improved completely and effectively. To solve these problems indeed, we should change from the fundamental system, improve the stigmatization of teenage pregnancy, and build a friendly environment for teenage pregnancy. Advocacy is a medium for social change and one of the functions of non-profit organizations. Therefore, non-profit organizations should strengthen their development professional ability and work methods of advocacy. This study is based on qualitative research, mainly discusses the original intention, imagination, dilemma, challenge and response strategy of The Garden of Hope Foundation Taichung Branch in the advocacy of destigmatization for teenage pregnancy. The results of this study provide specific recommendations as a reference for non-profit organizational planning advocacy work and pass on practical experience. This study conclusion: the imagination of this organization about the advocacy of destigmatization for teenage pregnancy comes from service experience, based on service-oriented and advocacy-assisted operation, and the advocacy program is formed while acting, it is a strategic and institutionalized advocacy work ,emphasizes the advocacy strategy management of destigmatization, including multiple advocacy objects, forms, channels, the use of sensibility media such as real case stories and positive naming advocacy programs, also facing restrictions. Finally, specific recommendations are made for government, non-profit organization, destigmatization for teenage pregnancy, advocacy work, and academics.
