資訊服務廠商運用政府開放資料之個案探討

近二十年來資訊科技的快速發展，其中開放原始碼的開源軟體也是很重要的一部分，到最近十年開放運動也影響了政府機關，朝著開放政府和開放政府資料開始發展，我們可以藉由政府開放資料取的很多的資訊，因此也開始有很多的資訊服務廠商透過運用政府開放資料來開發各種服務。本研究以個案研究法的形式進行，透過與電腦公會共同訪談資訊服務廠商的計畫主持人，了解資訊服務廠商在執行行政院經濟部工業局的輔導補助計畫的過程中，遭遇的各種挑戰與資訊服務廠商的作法，並統整出資訊服務廠商應用政府開放資料的各階段工作內容、挑戰、關鍵要素。本研究獲得的主要的結論如下： 1.應用政府開放資料可分為五階段，分別是概念發想、需求探索、服務設計與資料收集處理、服務建置與資料應用、推廣。 2.各個階段都會使用大量的資料蒐集及分析的能力。 3.與服務廠商原有的其他服務整合，在共通的資訊服務平台上可以提供更高的價值。

Over the past decades, information technology development rapidly, including the open source software. The “open” movement to the last decade has also affected government agencies, open government and open government data began to develop. Today, we can get a lot of information from the open government data, and there are a lot of information service providers through the use of open government data to develop IT services. This study uses case studies to investigate the application of open government data. We had interview the general manager of the case company, to understand the challenges and solutions that provide fact in implementing tutorial program and the integrity of the IT service provider to apply the open government data at all stages of the work content, challenges, and key elements. The main conclusions of this study are as follows: 1. The application of open government data can be divided into five stages, namely the concept of thinking, demand exploration, service design and data collection and processing, service construction and data applications, promotion. 2. Each stage will use a lot of data collection and analysis capabilities. 3. Integration with other services originally provided by service providers can provide higher value on a common information service platform.
