摘 要 本研究以南投縣有過處理不適任教師經驗的國小校長為研究對象。研究的目的在了解國小校長對於不適任教師的處理過程、採用策略及可能遭遇的問題。 本研究以半結構式訪談及文獻分析,蒐集有關不適任教師及處理不適任教師的相關理論與實務,並實地訪談國小校長在不適任教師時所持之看法;採取的方法與策略;遭遇的問題與困境;及處理時應注意事項與相關建議。 本研究之重要發現如下: (一)不適任教師對學校產生的影響 國小校長認為不適任教師的存在會影響學校氣氛、影響學生學習、影響社會觀感也會影響經營威信。影響的程度依不適任的問題類型和程度而定,小學校影響更強烈。而影響學生學習是國小校長處理不適任教師的主要動機。 (二)採取的方法與策略 國小校長認為處理不適任教師應先了解其不適任的類型,掌握問題的真實情況和影響程度而有不同的方法處理。 (三)遭遇的問題與困境 國小校長處理不適任教師時遭遇的問題有(1)同事抱持鄉愿的態度,不願出面或表達支持處理;(2)法令規定不明確,難以確定其確實不適任;及(3)個案會有反彈或可能尋死之念頭。 國小校長處理不適任教師時遭遇的困境有(1)校內若干同仁也不認為個案嚴重到需要用不適任教師處理;(2)社會關係複雜之不適任教師,校長每天要應付來自各方的干擾,煩不勝煩;(3)教學能力低落之教師,不認為自己教學有嚴重問題,不願意改善和去學習相關教學技巧提升教學能力。 (四)處理不適任教師應注意事項與建議 國小校長對處理不適任教師時應注意事項為(1)校長應事先預防;(2)學習相關輔導策略;(3)以比較溫和的方式來解決;及(4)鼓勵他,協助改善。 國小校長對處理不適任教師的建議為(1)建立專業的組織和人員處理不適任教師之問題;(2)法令定義的明確;及(3)教師甄試時從嚴把關,杜絕有問題之教師應試。 最後本研究依據研究結果針對教育行政機關、國小校長及未來研究等方面提出相關的建議。 關鍵詞:不適任教師、國小校長、處理、半結構式訪談
Abstract: The objects of this study are the primary principal's in Nantou County who have experience in coping with malbehaviour teachers. Therefore, the aim of this study is to understand the process, strategies and problems in coping with malbehaviour teachers. This study uses semi-structure interview and documentary analysis to collect data regarding the theory and practice of coping with the malbehaviour teachers. At the same time, by interview we may understand the impact on school education, approaches and strategies, problems and difficulties, and tips and suggestions while coping with malbehaviour teachers. Thus, the main findings of this study are as follows: 1 .The impact of malbehaviour teachers on school education Principals claim that the existence of malbehaviour teachers will influence the school climate, the learning of students, the public opinion toward school and leadership of principals. The influence of malbehaviour teachers depends on the types and difficulties of problem. Especially, the impact on small scale school is stronger. The main cause of dealing with malbehaviour teachers is the effect on the learning of students. 2. Approaches and strategies Principals insist that it is important to figure out the types of malbehaviour teachers and practical situation and influence before coping with them. 3. Problems and difficulties There are several problems, such as (1) colleagues want to be Mr. Nice and are unwilling to support the decisions made by primary principal's ; (2) the statute remains unclear. Therefore, it is hard to make right decision;and (3) malbehaviour teachers will resist or probably commit suicide. There are also difficulties, such as (1) colleagues think that the situation is not difficult. (2) malbehaviour teachers who involve in complex interpersonal relationship will force primary principal's to cope with various interferences;and (3) malbehaviour teachers may not know their problems and are not willing to improve their teaching skills and acquire new ones. 4. Tips and suggestions There is some tips: (1) make prevention in advance; (2) to learn the strategies of guidance for malbehaviour; (3) to settle the problems in moderate way;and (4) to encourage and improve the teachers. There are also some suggestions: (1) to use organizations and teams to cope with the malbehaviour teachers; (2) to make clear laws and regulations;and (3) Critical examination on teacher selection. Finally, based on the main findings of the study, some suggestions for educational authorities, primary principals, and further research were recommended.
