基於傳統監視設備的不足,民眾為求自保、提升行車安全,紛紛在汽、機車上裝設各種行車記錄器。行車記錄器已成為現今重要的科技產品之一,所具備的影像監視功能突破了空間與時間的限制。然而行車記錄器之廣泛使用,儼然形成密密麻麻的監視網,涉及隱私權、人權、法律層面等相關問題,十分值得探討。本研究透過臺灣網民對於汽車、機車裝設的行車記錄器之看法,以反映網路鄉民對於移動監視的看法。本文除透過文獻分析法了解既有研究之結果,並以網路問卷調查法與紙本問卷調查法蒐集一手資料,以期發現台灣網民對於行車記錄器之看法與隱私權之爭議,並建議政府相關單位對於行車記錄器的使用制定相關規範。
Due to the shortcomings of traditional monitoring equipment, people nowadays use the Car Recorder for self protection and traffic safety, The Car Recorder has become one of today's major technology products that carries video surveillance capabilities beyond the limitations of space and time. However, the widespread use of Car Recorder could develop a dense monitoring network, it involves the issues of privacy, human rights, legal aspect and other aspects. This study conducted electronic survey of Netizne for the usage of Car Recorder in order to reflect the opinion of Netizens toward mobile surveillance. In this thesis, the author used the documentary analysis and Internet electronic survey to collect data to understand the opinion of Car Recorder usage and the privacy issue.
