Singapore Government, that flaunted strict ethics in the past, declared to establish an “Integrated Resorts with casinos” in order to extend its high national competitiveness, and also provide a solution to both the climbing unemployment rate and the descending tourism market. This research conducted a systemic induction through the methodology of “Documentary Analysis” to demonstrate the shifting process, from an affirmatively rejective position to a positively embracing one, of the Singapore authority. Furthermore, the Prospect Theory will be applied in the research to provide explanations of that the Singapore Government is willing to take the risks of moral crisis and ethic descendents, which associates with the opening policy to the gamble industry, to save its economy. The afterward facts proved that the policy did help Singapore improve its economy and reach another peak.
