從禁忌到政策：
新加坡博弈產業政策的形成與內涵

標榜高道德標準的新加坡政府，在為了延續高度的國家競爭力，並挽救與日俱增的高失業率和日益下滑的觀光旅遊市場，宣布開設「附設賭場的綜合娛樂城」。本研究將以文獻分析法進行系統性歸納整理，分析博弈產業在新加坡由禁忌轉變為政策的歷程，透過文獻資料的剖析，梳理出新加坡政府從嚴拒到制訂博弈政策的思維脈絡，並藉由展望理論的主張來說明新加坡政府願意甘冒道德危機及社會風氣淪喪的風險，也要用開設賭場來挽救經濟。事實證明也確實讓新加坡的經濟從谷底翻身，再次攀向高峰。

Singapore Government, that flaunted strict ethics in the past, declared to establish an “Integrated Resorts with casinos” in order to extend its high national competitiveness, and also provide a solution to both the climbing unemployment rate and the descending tourism market. This research conducted a systemic induction through the methodology of “Documentary Analysis” to demonstrate the shifting process, from an affirmatively rejective position to a positively embracing one, of the Singapore authority. Furthermore, the Prospect Theory will be applied in the research to provide explanations of that the Singapore Government is willing to take the risks of moral crisis and ethic descendents, which associates with the opening policy to the gamble industry, to save its economy. The afterward facts proved that the policy did help Singapore improve its economy and reach another peak.
