摘 要 賭博乃屬無被害者之犯罪,而台灣的地下六合彩賭博是利用香港六合彩開獎號碼49選6做為對獎依據,其交易金額具有龐大的地下經濟規模,地下六合彩繼大家樂持續發展,所形成的簽賭現象是台灣庶民文化的一部分,而學界對此研究卻不多見,殊感憾事,茲將研究目的三點分述如下:一、探究六合彩簽賭者賭博之成因;二、歸納六合彩賭博之簽賭模式;三、提出六合彩賭博問題的結論、建議與防治對策。 本研究方法採取立意抽樣為基礎之質性研究,統整資料分析出六合彩簽賭最主要形成原因:一、同儕互動接觸學習;二、交流反饋強化參與;三、理性選擇無罪惡感;四、中獎率高賭博成癮;五、從眾效應盲從流行;這五個成因構成。而二星、三星、四星、多號連碰及專車玩法則取代大家樂及公益大樂透成為現今六合彩賭博最主要的簽賭模式。文末則針對研究結果發現提出五點建議:一、強化理財金錢觀;二、建立品格是非觀;三、賭博犯罪除罪化;四、娛樂休閒多元化;五、警察執法透明化。做為六合彩賭博犯罪防治之參考。 關鍵字:無被害者犯罪、賭博、六合彩
Abstract Gambling is a crime without victim. Taiwanese notorious illicit mark-six gambling utilizes Hong Kong legal mark-six lottery system in which six numbers are selected. Huge amount of money transaction contributes to a underground economy of scale. Illicit mark-six gambling in Taiwan succeeds illegal Da-Jia-Le gambling and becomes a part of the common culture for everyday life. However, academic literature in Taiwan is very limited. The paper includes three research purposes. First, the causes involving in illicit mark-six gamblers are explored. Second, the gambling modes of illicit mark-six are discovered. Third, the issues regarding the prevention and fighting strategies on illicit mark-six gambling are raised. This study adopted purposive sampling method based on the qualitative research. five factors of abusing on mark six gambling are concluded, such as peer interaction and learning, the exchange of feedback to strengthen participation, the rational choice without guilt, easily winning gambling addiction, and the bandwagon effect blindly follow fashion. The play rules of two stars, three stars, four stars, most numbers, train gameplay replace welfare lottery and da-jia-le lottery.Mark six gambling become the main mode. Five suggestions are found in the research results. First, financial program needs to be strengthened. Second, the character of right and wrong values should be established. Third, it is suggested to decriminalize gambling behavior. Fourth, diverse entertainment styles should be provided. Five, police enforcement should be transparent as much as possible.
