我國高等教育機構整併政策之研究

摘要


本研究旨在了解高等教育機構整併相關之議題,並就我國高等教育機構整併政策作研究,以及針對當前高等教育機構整併實例作現況分析。 本研究的目的有四點:一、探究高等教育機構整併的背景與概況。二、探討我國高等教育機構整併政策。三、探討我國高等教育機構整併實行之狀況。四、提出改善我國高等教育機構整併政策的具體可行策略。 文獻分析為本研究之主要研究方式。文獻分析主要是就高等教育機構整併的學理基礎、議題、其他國家高等教育的整併經驗、我國高等教育機構整併政策以及國內高等教育機構整併實例等五大部分進行探討研究。 綜合文獻分析的結果,本研究提出的結論如下: 一、我國高等教育機構整併政策面 (一)整併目的:1.使小校達經濟規模;2.師範轉型成綜合大學;3.發展區塊重點大學;4.有效之教育資源運用,以求與世界級的大學做競爭。 (二)整併類型:1.校際合作;2.策略聯盟;3.學校合併;4.校內整合;5.校際整合。 二、我國高等教育機構整併實際面 (一)整併目的:1.生存目的;2.發展目的;3. 發展區塊重點大學之目的。 (二)整併類型為學校合併:兩校互補併、大併小、兩性質相近之小校併 (三)整併困難 依據前述的研究結果與結論,對我國教育行政機關提出政策制定上的建議如下: 一、根據整併目的,作為經費補助的審核標準;二、針對「有潛力」整併之學校,進行經費補助或擴增員額,以有效促成更多高等教育機構完成整併;三、政府層面的推動與協商。

This study aimed at analyzing the issues related to higher education institution mergement, Taiwan’s higher education merging policy and the cases of Taiwan’s higher education institution mergement. The study purposes are: 1. To probe the background of higher education institution mergement, 2. To study on the merging policy for Taiwan’s higher education institutions, 3. To analyze the cases of Taiwan’s higher education institution mergement, 4. To offer advice on improving the merging policy for Taiwan’s higher education institutions. This study utilized the literature analysis as the main method. There are five sections of the literature analysis. They are the theory bases and issues of higher education institution mergement, the merging experiences of other countries, the merging policy for Taiwan’s higher education institutions and the merging cases of Taiwan’s higher education institutions. According to the literature analysis, the conclusions of the study are shown as follows. 1. Aspect of the Taiwan higher education merger policy (1)Merging purposes: a. meeting with economies of scale; b. converting universities of education into integrated universities; c. establishing a main regional university; d.utilizing resource effectively to compete with world-class universities. (2)Merging types: a. interscholalastic cooperation; b. strategic alliances; c.merger; d. inner integration; e. interscholastic integration. 2. Aspect of the Taiwan tertiary education merger cases (1)Merger purposes: a. existence; b. development; c. a main regional university. (2)Merger is the main type: a. qualities are complementary. b. the strong merger the weak. c. similar quality universities that are under economies of scale merger. Advices are offered in accordance with the former conclusions: 1. Taking the merger purpose as the standard of subsidizing expenses. 2. For more successful merging cases, the government could subsidize those potential higher education institutions that are easier to merge. 3. Negatioation and communication of government.
