本研究旨在探討大學如何推動學生國際流動,以增加學生的實地經驗,拓展國際視野,提升其未來面對全球化環境的能力。本研以15所大學為研究對象,在教育部及大學相關網站收集大學推動學生國際流動相關資料,並以內容分析法,透過適當的分類及量化分析比較,探討各大學在學生國際流動的推動策略、姊妹校分布、實質交流合作型態及學生國際流動概況。根據收集資料分析,可發現在教育主管機關推動及獎勵高等教育國際化政策下,各大學辦理國際化各項工作已見成效。為佈局國際化之推動,各大學設立校級國際事務專責單位,推動國際學生流動則多定位為國際交流業務項目,推動學生國際流動以建置海外教育資訊專網、提供獎助學金與貸款及辦理說明會、教育展等方式,在校生出國留學類型分為交換學生計畫、跨國雙學位計畫、訪問學生計畫及暑期研習課程等。各大學同時積極建立國際合作關係,在學生交流面向,以簽訂交換學生合作協議方式比例最高,簽訂協議對象以中國大陸學校比例最高,各種國際流動類型都有較密切合作者以美國及日本學校最多。 在學生國際流動方面,多所大學學生出國流動人數有逐年增加趨勢,除了北部都會型大學外,各校交換生人數仍然偏低,多數大學交換學生實質合作比例未達30%。學生交換學習區域則在歐洲地區流動人數最多,國家則以美國、日本為主,語系以英語系比例最高。出國流動的交換學生則以商學院及管理學院學生最多,多數學校大學部學生出國交換比例較高。 根據本研究得到的結論,研究者提出建議供教育主管機關擬定政策、各大學推動相關策略及後續研究者參考。
This study aims to explore the policies and initiatives of fifteen universities at Taiwan to increase the mobility of their students and prepare them with international experience and capability for the future global environment. The content analysis is used to examine the policies and strategies of internationalization, the patterns of substantial collaborations with partner universities, and current status for student international mobility for these universities. It is concluded at this study that all of the universities are committed to promoting internationalization of the institution due to the encouragement of the government. The international offices at all universities are established, and the work to promote student international mobility is part of jobs for persons who in charge of international exchange with partner universities at most of universities. The international office provides students the information about application, subsides or loans for studying abroad at the websites and organizes seminars or exhibitions to promote student international mobility. The patterns for students to study abroad include exchange student program, dual degree program, visiting student program, and summer program, etc. With regards to the substantial collaboration with partner universities for students, the signing of exchange student agreement is most popular. The largest proportion of exchange student agreements is signed with the universities in Mainland China. As to all patterns of student mobilitiy, the targeted universities are in closer collaboration with the universities in USA and Japan The number of student international mobility gradually increases at several universities in recent three years. Nevertheless, except for three universities in Taipei metropolitan, the number of exchange students is quite low at lots of universities, and the proportion of exchange student collaboration with partner universities does not reach 30%. The continent of mobility for majority of exchange students is Europe, and the countries are USA and Japan. The largest porpotation of exchange student choose to study at the countries speaking English. As for the background, majority of students are undergraduates and major in the colleges of commerce or management.
