臺灣學習型城市政策發展之研究

摘要


國家的發展基礎立於各個城市健全發展之上,部分城市的發展甚至能超越國家,成為重鎮並且影響事業,很多城市在這過程中不斷尋求發展,並且增加國家的競爭力。故社會中個體的學習力,將會影響組織發展,而組織發展的速度也將會影響到城市的競爭力。學習型城市將個人學習的部分與生活的大環境相互結合,發展出創新的學習過程,這讓機構也重視創新與學習的價值與重要,因而必須結合適合的城市特色、學習資源、結構制度、政策推動、因應策略,多管齊下,促進更完善的發展。本研究採用文件分析法、半結構式的訪談法,以國內參與教育部全國性學習型城市領航計畫單位為研究對象,主要研究目的有五:(一)了解臺灣學習型城市的發展背景與脈絡;(二)探究臺灣發展學習型城市推動情形及運用政策;(三)分析臺灣發展學習型城市的成效;(四)提出臺灣推動學習型城市的政策發展,並獲得下列之結果: 一、學習資源整合化:各縣市需要全新定位。 二、學習組織多元化:塑造城市亮點,一縣市一特色。 三、學習歷程數位化:設計創新APP,使得成果能具體呈現。 四、推動組織專門化:定期交流及觀摩。 五、學習願景全面化:與國際也與在地、各機構連結,更要連結未來需求。 六、政策法制化:將政策部分,建立具體並且可衡量的制度。 七、學習城市國際化:透過國內外學習型城市的合作交流、經驗分享以及標竿學習。 八、在地化、差異化、承續化:如何在城市裡貼近生活,落實完整的人力盤點,釐清服務的對象及目標,將會是影響永續經營的關鍵。 研究者亦根據研究結果,本研究提出相關建議。

The foundation of country development lies in the sound and healthy development cities. Some cities’ development may surpass the country’s becoming important and strategic cities, which will have major influence on businesses there. During the process, many of them have continued to pursue their harmonious and all-round development so as to empower the competition strength of the country. In a society, the learning of individuals will have an impact on the development of an organization, whose pace will in turn influence the competition strength of its city. A learning city can combine the individuals’ learning with their living environment, and then can form an innovative learning process, which have each organization cherish its value and importance derived from innovation and learning. As a result, with a city’s characteristics, learning resources, systems, policies, strategies in place, its development will become healthier and mature. The subjects of the study are planers of MOE’s national learning cities’ navigation plan. By using “documentary analysis and semi-structural interview”。There are four research purposes:(1) Understanding Taiwan learning city development background and context. (2) The development of Taiwan to explore the city promoting the learning and use of policy scenarios. (3) The analysis of the effectiveness of Taiwan's development of a learning city. (4) The proposed Taiwan to promote the development of policy learning city. And has the following conclusions: (1) Integrate learning resources:Redefine each country’s position. (2) Diversify learning organizations:Highlight the strength of each city-one characteristic one city (3) Digitize learning process:Design several innovative APPs demonstrate the concrete (4) Promotes specialized organizations:Do regular exchanges and manual observation. (5) Broaden horizons:Interact with domestic and international organization and/or foreign countries to broaden horizons to meet future needs. (6) Have Policies and Strategies in place:Come up with practical policies and strategies which can be used to evaluate the performances. (7) Internationalize and globalize learning cities:Share experiences, join projects, and have mutual learning with learning cities in other countries. (8) Localization, differentiation, and sustainability:Get up close and personal with the real lives, have an overall inventory of human resources, and identify your targets and objectives. They are keys to a sustainable development and operation. Based on the conclusions of the study, what are proposed and recommended are stated herein.
