南投縣國民中小學策略聯盟研究-以日月潭特色遊學圈聯盟為例

摘要


本研究以日月潭特色遊學圈聯盟為研究對象,研究目的在於瞭解日月潭特色遊學圈聯盟學校加入聯盟之動機;說明日月潭特色遊學圈聯盟各校之實施策略與方法;分析日月潭特色遊學圈聯盟與各聯盟成員間遭遇的問題與因應方式;並探討日月潭特色遊學圈聯盟對聯盟成員之影響,最後深究日月潭特色遊學圈聯盟的未來展望。 本研究採用個案研究法進行,並使用訪談法、文件分析法等方式蒐集資料。研究者綜合文獻、訪談及文件資料之分析,得到結論如下: 壹、日月潭特色遊學圈聯盟之動機形成。 日月潭特色遊學圈聯盟的成立在於「天時」、「地利」、「人和」三項合一,多面向動機更加凝聚聯盟夥伴的決心。 貳、日月潭特色遊學圈聯盟各校之實施策略與方法。 聯盟各校實施策略首重課程規劃,再者落實課程融入教學,但在參與環節中,缺乏社區家長的意見融入。 參、日月潭特色遊學圈聯盟之困難及因應方式。 一、外界資源無法長期並穩定,在活動時間調配上無法滿足各校需求,再者經費的核銷沒有規則可循,而課程內容與預期目標不符,造成課程落實度降低,以上各項問題皆因溝通嚴重缺乏所致。 二、針對問題,聯盟在其能力可及之範圍因應處理,除了爭取外界資源,也重視社區合作;在時間調配方面則事先排定;經費下放自由運用;建立獎勵制度,提升教師意願;建立自由溝通平台,因應各項問題的處理。 肆、日月潭特色遊學圈聯盟對聯盟成員之影響。 一、吸引媒體來提升學校形象,並擁有深厚情誼的夥伴,各校資源藉以可以共享,而聯盟的名聲也增進社區經濟。 二、學校教師可以走出校外開拓視野,並且交流教學或經驗,但因為課程不夠落實,使教師對特色課程認同度不高。 伍、日月潭特色遊學圈聯盟之未來展望。 未來發展希望能整構聯盟模式,社區融入成為聯盟夥伴,並且著重作業流程以及溝通平台的設置。 最後,本研究根據上述研究結論,提出相關建議,以作為日月潭特色遊學圈聯盟、教育行政機關及後續研究之參考。 關鍵詞:國民中小學、策略聯盟、個案研究

The object here for this study is The Sun Moon Lake Creative Travel Learning Association. The study intends to explore the motives of its formation, explain the tactics and methods that involve its development through interviewing those who had engaged the strategic alliance, analyze the difficulties and the problems that the study object has confronted, the strategies it utilized to solve the problems, and investigate the influences on members from The Sun Moon Lake Creative Travel Learning Association. In the end, the study aims to know its prospects in the future. The study adopts case study and collects materials through interviewing those who had engaged the strategic alliance, documentary analysis etc. The main conclusions of the study are as follows: I. The formation of The Sun Moon Lake Creative Travel Learning Association. The formation of this strategic alliance is caused by “right timing”, “ right place”, and “right people”. Multi-faceted motives agglomerate their determination. II. The tactics and methods of The Sun Moon Lake Creative Travel Learning Association. The planning priorities for the Alliance schools is the direction of special courses. For integrated curriculum, they focus the implementation of the features integrated into the field. But they lack the support from the community during the process. III. The difficulties that The Sun Moon Lake Creative Travel Learning Association encountered and the strategies to cope with them. 1. The resources of outside authorities are unstable and short, and the time allocation from activities cann’t be met demand for every school. There are no rules in the funding for write-off. Because the special courses don’t mach with the target and content, implementation of the degree are down. The above problems are led to the lack of communication. 2. The Sun Moon Lake Creative Travel Learning Association has adopted feasible ways to overcome difficulties. They get the support not only from the outside world, but also from the Community. The times are arranged in advance and the fund can be free to use. There is a well reward system to encourage teachers to get involved in. Finally,they will set up a platform for communication, so they can deal with the problems from the lack of communication. IV. The influences on members of The Sun Moon Lake Creative Travel Learning Association. 1. They use the media to enhance the image of the school , own the partners so they can get the resource sharing, and promote the community economic with the media. 2. Let teachers walk out the school and open up the learning vision. By using the exchanges of teachings and experiences, they can promote professional abilities by themselves. Unfortunately, the featured courses can’t be carried out so teachers have low will to the courses. V. The prospects of The Sun Moon Lake Creative Travel Learning Association. They want to refresh configuration alliance mode. They not only look for the support from outside authorities, but pay more attention in the cooperation of the community. They set a processes for the alliance program, and establish a platform of communication. Finally, some suggestions based on these findings are made for a reference to The Sun Moon Lake Creative Travel Learning Association, the educational administrative authorities, and the follow-up studies as well.
