本研究以品質管理系統(Quality Management System)、環境管理系統(Environmental Management System)、職業安全衛生管理(Health and Safety Management System)將目前此三項國際認證標準,以不增加工作負擔及成本前提之下,作為系統整合性管理(Integrated Management),整合成環安衛品質管理系統 (Quality + Environmental + Safety and Health,QuEnSH),應用於企業經營流程中以達到節省人力、物力及資源浪費以追求整體永續經營。 有鑑於此,本研究遂參考國內外相關文獻及產業實場上,並根據ISO 9001、ISO 14001、OHSAS 18001 管理系統之條文架構及內容屬性,融入於P-D-C-A 模式進而編訂「整合管理系統評量問卷」並區分以「人力管理」、「制度層面」、「經營管理」及「經濟效益」為四大構面以及12項評估準則,邀請個案A公司企業內部共12 位富有實務經驗各部門階層主管,進行問卷調查,以瞭解企業實務上執行困難與如何達到整合效益。最後,彙整出個案公司內部實際參與運作人員問卷調查之結果,管理系統四大構面中,以「制度層面」之重要性程度最高達98.3%,結果呈現顯示執行時需要有專人負責處理並給予專業教育訓練包括表單整合與管理,而「經營管理」雖所佔整理比例較低為75%,但經營者為顧及企業形象、環境改善與降低風險亦主動想積極改善;另外,再以各構面下12項評估準則當中以「法規整合能力」所佔的比例為95%最高亦為最重要,表示法規若未能整合後於施行系統整合管理上會遭逢較大的困難,最低為協調溝通能力的75%顯示跨部門的協調溝通並不是太大的問題癥結點,以作為企業引用時之參考。
In this study, we use the Quality Management System, Environmental Management System, and Health and Safety Management System to integrate into Quality + Environmental + Safety and Health, QuEnSH. Applying QuEnSH in business processes in order to achieve savings in manpower, material and waste of resources in pursuit of the overall permanent continued operations. This study is base on relevant literature and references from industrial field. Also according to ISO 9001, ISO 14001, OHSAS 18001 management system structure and content attributes, integrate into the P-D-C-A model and then compiled on “Integrated Management Systems Assessment Questionnaire” and to distinguish between “Human Resource Management”, “System Level”, “Management”, and “Economic Efficiency” as the four dimensions and 12 evaluation criteria. Inviting 12 personnel with rich practical experience in various sectors from the case A company to do the survey to understand the implementation difficulties and how to achieve effective integration of the corporate practice. Finally, compile the results from the expert and the survey from the companies, the importance of the extent for "system level" up to 98.3% within the management system in four dimensions. The results show that we need to provide professional education and training including forms integration and management for the personnel in charge of the implementation process. Although "Management", proportion of the share of importance is 75%, but the executives also want to actively take the improvement and rather take into account of the corporate image, improve the environment and reduce the risk. On the other hand, under the 12 evaluation criteria, the proportion for "Regulatory Integration Capabilities" is 95% which also the most important. It means that regulations will be a big problem if we failure to integrate it in the integrated management system. The third importance is the “Coordination and Communication Capabilities” which is 75%. Displaying the “Coordination and Communication” is not much problem as the reference to corporations.
