桃園縣國民中小學學校特色發展與認證之研究

A Study on the Development and the Authentication of School Characterization of Junior High Schools and Elementary schools in Taoyuan County

摘要


本研究旨在探討桃園縣國民中小學推動特色發展與認證之實施情形,並分析學校特色的內容與經營策略。實徵性資料之搜集係採用「問卷調查」及「訪談」方法進行,以瞭解桃園縣國民中小學學校推動特色發展與認證之現況及問題,據以歸納研究結論,並提出建議,以供行政機關,學校校長、教師,及進一步研究之參考。 本研究之調查係以自編「桃園縣國民中小學學校特色發展與認證調查問卷」為依據,問卷共分為「參與認證之動機考量」、「認證項目選定之理由」、「推動策略」、「遭遇困境」及「實施效益」等五個向度;並以96年度申請參加桃園縣國民中小學學校特色發展與認證計畫之37所公立國民中小學教育人員為對象,共計抽取樣本260人,回收問卷236份,有效問卷230份,占全部問卷的88.46%。經以SPSS for Windows 12.0中文版統計套裝軟體進行問卷資料之分析,主要研究發現如下: 一、學校教育人員對於參與「桃園縣國民中小學特色發展與認證計畫」之動機持多面向的看法,其中以「建立學校品牌形象獲得肯定」最受肯定。 二、學校教育人員認為學校特色發展項目選定的理由應進行全方位考量,但其中以「配合學校既有之優勢條件」最受支持。 三、學校教育人員認為學校特色發展的策略應多元化的規劃辦理,但其中以「有計畫的發展學校既有之優勢」最受肯定。 四、學校教育人員認為在學校推動特色發展時,於「教師方面」、「學校行政方面」所遭遇的困難較高,其他則較不明顯。 五、學校教育人員普遍認同學校特色發展的效益,其中又以「可建立學校品牌形象,提昇社區與家長的認同感」最有成效。 六、學校是否通過認證對學校推動特色發展與認證各層面雖有部分差異,但不明顯。 七、學校推動特色發展之「發展策略」及「遭遇困難」對學校是否通過認證具有預測力。

The purpose of this study was to investigate the project of the authentication of school characterization of junior high schools and elementary schools implemented in Taoyuan County, focusing on the content of characteristics and the strategy of development for schools. A questionnaire survey and an intensive interview were used for the collection of empirical data to understand the present situation and the problems of the development and the authentication of school characterization in Taoyuan County. Two hundred and thirty teachers were selected from 37 junior high schools and elementary schools in Taoyuan County as the sample by a stratified random sampling process, and all of them answered the questionnaire. The SPSS for windows 12.0 version was applied for data analysis, including descriptive statistics, t-test, one-way ANOVA, post hoc comparison (Scheffe's method), and stepwise multiple regression. The conclusion of this research was as follows: 1. There were variations in teachers' perception of the motivation for schools to participate in the project of the authentication of school characterization of junior high schools and elementary schools in Taoyuan County. Among the different motivations, the aim of building a positive image of school was most identified. 2. School teachers believed that there should be an overall consideration while deciding on which school features to be developed. Among these considerations, making use of the school's advantages was highly supported by teachers. 3. In term of the strategy of developing school features, teachers held the view that there should be multiple ways to achieve the goal of the development of school features. Among those strategies, making use of advantages which the school already has was widely confirmed. 4. Teachers expressed that while developing school features, they encountered the major difficulties with aspects of teachers and school administration. 5. Teachers commonly indentified the effects of developing school features, and among which, setting the positive image of the school and promoting the identification from the neighborhood and parents were the most profound. 6. Relating to various facets in whether school characteristics and authentication or not, the divergences were not obvious though there were minor ones. 7. The strategy of development and the difficulty in the process of developing school features were predictive to the result whether the school could develop successfully school feature and win the authentication. Based on the above conclusions, the study offers some concrete suggestions for educational administrators, school principals and future researchers.
