摘要
各縣市政府為提供社區國中生更多就讀公立高中的機會，將部分國中轉型成完全中學(縣市立高中)，這些完全中學包括國中部與高中部，其圖書館也改依「高級中學圖書館設立及營運基準」設立，增加組織編制與經費預算，所以本研究從「高級中學圖書館設立及營運基準」來探討完全中學圖書館永續經營之研究，並以台中縣完全中學為研究對象，實際檢視圖書館經營現況、圖書館推廣與利用教育實施方式與內容及圖書館推廣閱讀活動的現況。 本研究以台中縣五所完全中學為對象，採「文獻分析法」、「問卷調查法」及「深度訪談法」三種方式進行，先根據文獻分析結果編制問卷並設計訪談架構與內容，其次進行問卷施測及正式深度訪談，最後進行資料統計分析與詮釋，呈現研究結果及建議。 本研究主要發現為： 一、台中縣五所完全中學圖書館，全部未符合「高級中學圖書館設立及營運基準」的有兩條法令，分別為第十二條及第二十一條。 二、台中縣完全中學圖書館符合「高級中學圖書館設立及營運基準」的有近八成合格率。 三、台中縣立長億高中與中港高中圖書館樓地板載重量不符合標準，急需教育主管單位補助經費，規劃與興建圖書館大樓，以改善現有困境。 四、台中縣完全中學有六成圖書館未實施館藏盤點與年度報廢。 最後根據本研究之調查及訪談結果，提出相關建議供台中縣完全中學圖書館和教育主管機關參考。

In order to provide high school students in the communities with opportunities to attend in public high schools, each local government transfers some general junior high schools into complete high schools, which include junior and senior departments. Based on “The High School Library Establishment and Operation Guidelines”, the library of the complete high school establishes an organizational and financial budget. Therefore, according to “The High School Library Establishment and Operation Guidelines”, the present thesis explores the sustainable management of the complete high school libraries. The enrolled subjects in the study were Taichung County complete high schools. Besides, the author of the thesis investigated the current situations of the library management, the library promotion, the implementation and content of the utilization education, and the present conditions of how the libraries practically promoted reading activities. The subjects comprised five Taichung County complete high schools. Further, the researcher adopted three methods, inclusive of the “documental analysis”, “questionnaire investigation”, and “profound interview”. First, a questionnaire and the content of the interview were designed according to the results of literature review. Second, the questionnaires were given to the subjects to fill in, and the profound interviews were conducted formally. Finally, the researcher collected data, did statistic analysis, showed the results, and provided the suggestions. The main discoveries of the research are as the following: 1)All five Taichung County complete high schools libraries don’t conform to the laws which are No.12 and No. 21 in “The High School Library Establishment and Operation Guidelines.” 2)The percentage of conformation to “The High School Library Establishment and Operation Guidelines” of complete high schools is about 80％. 3)The bearing weight of the library floors in Taichung County Chang Yie High School and Taichung County Chung Gaang High Schools don’t conform to the standard. They need the subvention offered by the authority concerned urgently to scheme out and construct the library building. So they can improve the difficulty. 4)There is about 60％ of school libraries which do not practice inventory of the collection and annual rejection. According to the results of the thesis, the followings are the recommendations for the library of complete high schools and the authority concerned.
