國立大學委託建築工程規劃設計服務案之實例研究

摘要

本研究主以公共工程中有關國立大學委託建築工程規劃設計服務案部分以國立大學新建工程委託規劃設計服務實例來整理分析，為培育國家一流人才及培植專業學術領域，校內基礎建設則產生最直接的影響，因此如何讓公共工程品質有效提升並符合使用需求，規劃設計階段在每一新建工程案件首要注重項目，前端規劃設計處置得當，後續施工期間將可減去相對的困擾，故本研究欲以國立大學已完成之新建工程專案為案例範本，歸納新建工程專案中規劃設計階段方面常見之缺失項目及管理改善方法，並且分析其重要性。
本研究透過文獻回顧，找出校內新建工程專案中於規劃設計階段中需執行之法規要項及服務項目明細，歸納其較細部未明確規範之部分，除此之外，針對不同單位(主辦單位、使用單位、規劃設計單位)，探討彼此溝通互動流程。規劃設計單位與校方之互動作為新建工程專案成功關鍵要因。因此若希望能在最有利期限內完成新建工程並兼顧施工品質等要項，則應從委託規劃設計各個階段改善著手，將較容易達成目標。

In this study, the main public works in the National University commissioned the construction
works planning and design services case part of the instance to organize the analysis of the National
University of new works missioned by the planning and design services for the cultivation of
national-class talent and to foster professional and academic fields, the campus infrastructure to the most
direct the impact of public works effectively improve quality and meet the usage requirements, planning
and design phase of the cases the first of each new construction project-oriented, the proper handling of
front-end planning and design, follow-up during the construction period may be reduced relative distress,
this study is to National University has completed the new construction project as a case study template,
summarized the project and management of the common deletion of the new construction project
planning and design stage to improve the method, and analyze its importance.
