自古以來各地教育相互影響的實例不勝枚舉,尤其是經濟強國的教育實踐往往成為仿效的對象。然而必須注意的是,教育作為社會建構的產物,在不同的社會脈絡中所顯示的意義就不同,因此必須針對本地的特有現象進行所借用政策的修正;然而在教育研究的領域中,前瞻性教育政策借用評估架構的研究仍極有限。因此,本研究採取教育政策借用的觀點,以臺灣綜合高中政策為個案,就臺灣綜合高中政策推動狀況與所遭遇的困難、影響臺灣綜合高中政策落實推動的因素等層面進行探討,並根據研究成果,建構前瞻性教育政策借用評估架構,作為未來政策借用的評估參考。本研究建構臺灣綜合高中前瞻性政策借用評估架構共分為政策本質、政策資訊、文化因素、政治因素,以及支持系統共五個面向,並分為24項檢核要點。本研究建議未來臺灣綜合高中政策的借用可據此架構持續借用並內化,以及相關研究可採取不同個案以交叉比對,或是採取不同的理論觀點。
As educational policy borrowing is even more universal, the educational practice of the developed countries is “borrowed” much more especially - it is all a means to solve the requirement in the home country. However, education is a part of the social structure, so it shows different meanings of different contexts. Therefore, the policy borrowed must be revised to base on special context locally. Nevertheless, there are few researches about the Constructing Prospective Framework for Educational Policy Borrowing. This research used the perspects of educational policy borrowing, and adopted the case of Taiwan comprehensive high schools, to illustrate the facts and difficulties of the practice of Taiwan comprehensive high school policy, and the facts to be contributive to put it into practice, then correct the assessment framework for the educational policy borrowing. This research develops the constructing prospective framework for educational policy borrowing, included five sections: essence of policy, information of policy, culture, politics, support systems, and 24 check points . This research suggest that the following researches can analysis different educational policy to supply this Constructing Prospective Framework for Educational Policy Borrowing, or take different theories to deepen the research.
