人民幣角色功能的政經分析(1948-2005)

摘要

隨著中國綜合國力的提升及經濟實力的展現，人民幣開始在國際社會受到矚目歡迎。而中共由社會主義及共產主義的意識型態走到靠向資本主義的道路，其對貨幣角色功能的認知必然有很大的觀念轉變。從而探究中共建國迄今人民幣的角色功能係如何轉折與如何演變等問題，實係一個值得深入探究的課題。而人民幣角色功能的發展變遷及影響人民幣角色功能發展變遷的中國內部及國際間的政經因素及脈絡為何即是本論文研究之重心。
研究範圍係以人民幣在中國國家發展的各個時期的角色功能變遷為核心焦點，從1948年中共建國前為起點，歷經建國、大躍進、文革、改革開放及建立社會主義市場經濟期，最後以中國2005年的匯率改革為終點，對人民幣的角色功能進行歷史縱深的研究，也就是以歷史分析為縱軸；再以中國和國際間同時代的政經結構狀況及彼此差異和互動之探討為橫軸，進行橫剖面的體制結構和互動研究。人民幣在各個重要時期的角色功能的政經脈絡的分析研究，並用以檢視各個時期中國國內及國外的政經脈絡因素及人民幣角色功能的歷史變遷。
而在研究典範的方向上，社會科學中存在了兩種對立的研究典範方向，一種是強調理論層面，另一種是強調事實層面的研究。本論文的研究是採取事實層面的研究典範取向。所謂強調事實層面者，指較強調歷史事實的分析和歷史因果關係的掌握，所以偏重歷史事實的實存內涵，和整體因果網絡關係之發展探究。亦即本論文以歷史為縱軸，政經因素及脈絡為橫軸對人民幣的角色功能變遷進行研究，並不進行及強調理論面的研究。

The Renminbi (RMB) is the official currency of the People's Republic of China (PRC). It is issued by the People's Bank of China, the monetary authority of the PRC. In recent years, the role of RMB has been a widely discussed issue. Also, because of the promotion of China’s economy performance and the importance of political position in the world,
As the Communist Party of China took control of ever larger territories in the latter part of the Chinese Civil War, its People's Bank of China began in 1948 to issue a unified currency for use in Communist-controlled territories from June 1949. Nowadays, the problem of undervaluing the currency value of RMB has been a widely discussed international issue. The role of RMB has changed differently.
The role of RMB must be understood within the context of political-economic factors. In fact, the role of RMB is affected by many political and economic factors. The text discusses the factors in both the field of politic and economy , including internal and external factors . This text summarizes the main factors that affect the role of RMB from 1948 to 2005.
The research in the role of RMB is a long-term and hard job. The role of RMB will gradually move toward a new and complicated function in the future. Thus, the role of RMB as well as the exchange rate of RMB is worth researching and discussing chronically and deeply.
