This study is mainly for getting a better understanding about the current evaluation policy for the high vocational school, also willing to offer some suggestion and the information for further improvement of this policy. Bibliography analysis、interview、observation、questionnaire、documents analysis and seminars were all involved in this study. Step A:many theories analysis related to education evaluation、posterior-evaluation、system study、historical development and systematic structure. Two major factors were concerning about: 1. People:the role in education evaluation and the evaluation psychology. 2. System:based on the comparison of different countries’ policy, CIPP type of evaluation and rationality analysis . Step B :observation、interviewing、questionnaire、documents analysis and seminar were taken place, by collecting the samples, analysis、explanation about each item of the evaluation standard were followed, such as the evaluation of the school, scores analysis and many aspects of this point, the final conclusion of the posterior evaluation was used to judge if all these standard were designed. Some suggestion list here : (1) For School 1. Enhances the self-evaluate spirit of each school. 2. Set up a constant evaluation budget. 3. Analysis the goal of the SWOT,improving by accepting the result of the self-evaluation. (2) For Administration 1. Take the evaluation as a self-evaluating step. 2. To get a constant budget for evaluation, establish the regulation, reporting it yearly. 3. Integrate all evaluation. (3) For The academic authority 1. Set up a self – evaluating system in according with the evaluation by others. 2. Set up a consultant system. (4) For Application 1. Three items of the context. 2. Five items of input materials. 3. Three items of the process. 4. Five results of the product. 5. Five further researches.
