高級職業學校轉型社區學院可行策略之研究個案研究

A Case Study of the Strategies for Transforming Vocational Senior High Schools into Community Colleges in Taiwan, R.O.C

摘要


本研究旨在瞭解高級職業學校轉型社區學院時,有關師資、教學、設備、輔導及行政支援等層面,在轉型過程中可能遭遇的問題,並針對這些問題,提出高職學校如何進行調配的可行策略與建議,以供高職轉型社區學院之參考。 本研究透過文獻分析探討建構問卷之理論基礎,並以大安高工職業類科教師為本研究之主要調查對象;以自編之「高級職業學校轉型社區學院可行策略同意度」調查問卷為研究工具,使用次數分配及百分比進行調查結果分析,分析所得參照專家訪談,獲致之主要結論如下: 一、師資方面 1.規畫職業學程需配合市場需求,學校現有師資、設備與學生的需求。 2.原有職業類科改變,教師專長不符合需要時,可予以第二專長訓練,互轉相關類科或兼授相關專業科目。 3.職業類科不符合時代需要時,應進行統整並調整類科發展,轉型期間應定期辦理職業訓練。 4.職業類科師資不足時,採新聘及第二專長訓練後轉任。 二、教學方面 1.社區學院宜提供學生多元化的學習活動。 2.社區學院教材宜另行編製,轉型期間學術課程暫採現行大專程度教材,職業技能課程暫採能力本位基本教材。 3.必修與選修課程應安排在不同時段,同一科目宜開設不同程度的課程供學生選修。 三、設備方面 1.職業類科實習設備閒置時,宜轉換綜合性工場供學生使用及辦理職業訓練。 2.職業類科實習設備不符合時,配合產業發展需求專案添購設備及充分利用現有設備。 四、輔導方面 1.提昇教師輔導知能,加強輔導人員職業觀念。 2.加強學生求職與就職的能力,鼓勵參加技能檢定並爭取校外實習。 五、行政支援及其他方面 1.大學宜增加提供推薦甄試名額並適度承認社區學院之必選修學分。 2.為推展社區學院,並如期達成預期效益,人事應在不增加員額編制下,增設高職部校務主任。 3.社區學院課程宜以職業技能為導向並配合學術及專業理論課程。 4.高職轉型社區學院宜以社區學院附設高職部較適當。 5.高職轉型社區學院應以專科職業教育學制為主。 關鍵字:高級職業學校、社區學院

The purpose of this research is to explore the problems educators may encounter in terms of the faculty, teaching, facilities, school counseling, and administration while a vocational senior high school transforms to a community college. Included are suggestions that educators can apply for future reference. In this study, a quantitative questionnaire—The Possibility of Transforming a Vocational Senior High School to a Community College, was developed as the data gathering method. The subject group of this research is the faculty of Taipei Municipal Ta-An Senior Vocational Industrial School. Findings of this study are analyzed under frequency, percentages. The results show that Ⅰ. The faculty 1.In designing vocational courses, educators should correspond them with the market, the faculty and facilitates at present, and needs of students. 2.Providing the second professional training for faculty members at present to innovate and advance their professional standards. 3.Uniting and adjusting subjects that are out of fashion, and providing continuous training program regularly. 4.Employing professionals or providing the second professional training programs for the faculty at present to resolve the shortage of faculty members. Ⅱ. The teaching 1.Providing multiple learning experience for students in the community college. 2.Designing unique teaching materials for the community college. Educators can apply the college level materials for academic studies and develop skill-based and ability-based materials for vocational subjects. 3.Separating schedules of required and elective courses and providing different levels in each course to open students learning options. Ⅲ.The facilities 1.Providing unoccupied laboratories for student practice and vocational training of the public. 2.Replenish facilitates in accordance with needs of the market and making good use of facilitates at present. Ⅳ.The counseling 1.Improving school counselors’ knowledge of vocational education. 2.Enhancing students’ skills in job hunting and in working fields. Moreover, encouraging the system of internship and certificate. Ⅴ.The administration of public affairs 1.Increasing opening positions for recommendation to senior colleges or universities, and urging the approval of transferred credits from community colleges to senior colleges and universities. 2.Recruiting the administrative staff of vocational senior high school from the community college staff. 3.Courses in the community college should be based and focused on the professional skills in accordance with the academic and theoretical study. 4.Establishing the department of vocational senior high school under the community college will be the main idea while considers transforming vocational senior high schools to community colleges. 5.Transforming vocational senior high schools to community colleges should be based on the two-year vocational college system.
