摘 要 薪資決定是一項複雜且困難的工作,勞資雙方常有薪資爭議產生,職棒球團與球員之間亦有勞資關係的特性,職棒迄今雖無像國外因薪資爭議導致罷工的現象,然薪資問題確實漸漸浮上檯面,若球團能將其薪資決定透明化,透過與球員的溝通與協商必能達到勞資雙贏的境地,因此本研究乃從薪資決定的觀點出發,探討職棒球團之薪資決定,研究目的如下: 一、 探討職棒各球團之球員薪資決定因素。 二、 檢視職棒各球團對球員薪資決定因素之優先順序。 三、 審視相關資料,提出球員薪資決定機制,作為球團薪資決定之參考。 本研究採取深度訪談法,研究對象為職棒各球團之薪資決策者及總教練,訪談內容主要針對各球團之薪資決定因素、薪資決定因素之優先順序及薪資決定程序,訪談的資料依研究目的分類,並與其他相關文獻資料加以比對分析,提出結論與建議。經以上之探討,本研究獲致下述結論: 一、 薪資決定因素:(一)外在環境因素方面:各球團均認為職棒市場是薪資決定因素之一;多數球團認為薪資調查為薪資決定因素之一。(二)組織內在因素方面:各球團均認為企業預算與球隊年度戰績隊球員薪資有影響。(三)個人因素方面:各球團均認為對薪資有影響力的因素,包括攻守表現、貢獻度及年度個人獎項獲得是影響因素之一;多數球團認為知名度、形象、生活紀律、品德操守是影響因素之一;亦有少數球團認為選秀次序、勤惰情形、目標設定達成、守備位置、潛力、健康情形是影響因素之一。 二、 各球團球員薪資決定因素之優先順序:多數之球團將職棒市場、企業預算排在第一順位;球隊年度戰績為第二順位;貢獻度、攻守表現為第三順位;然各隊仍略有差異。 各球團薪資決定機制:各球團之薪資決定程序均透過領隊分析球員表現的資料後決定其薪資,再經球團董事長確認,僅有台灣大聯盟球員之薪資是由總經理及董事會決定,各球團之球員均未參與薪資決定;各球團之薪資溝通均透過領隊或總經理與球員溝通,若溝通不成,球員可向各聯盟之仲裁委員會申請仲裁。此外,多數之受訪者均認為其薪資決定程序很公平,少數受訪者雖未表示其薪資是否公平,皆表示其所屬隊伍之薪資決定過程已很完善。
Abstract The purposes of this study are as follows: 1. Probe the factors of Salary determination in baseball unions in Taiwan. 2. Investigate the sequence of priority of the factors of Salary determination in baseball unions in Taiwan. 3. Provide baseball leagues with advice of salary determination mechanism. In order to fulfill the above purposes, this study applies depth interview and document analysis to collect data. Five salary decision-makers that work in five baseball teams served as the subjects of this study. The major findings are as follows: 1. Factors of salary determination: (1) External circumstance factors: All teams thinks market is one of the factors. Majority thinks wage investigation is a factor. (2) Internal organization factors: All teams think budget and team performances are the influencing factors. (3) Personal factors: All teams think individual performances, yearly personal prize, contribution degrees are the factors that influence their decision. Majority thinks fame, image, discipline, and behavior are the influencing factors. Few think the sequence of selecting new players, diligence and indolence, goal achieving, position played, potential, and health are the factors that influence their decision. 2. The sequence of priority of the factors of Salary determination: Majorities think Market and budget are the first priority. Team performance is the second. Contribution degrees and individual performance are the third. However, There are still differences between unions. 3. Salary determination mechanism: All the team leaders analyze the individual performances and then decide the players’ salaries. After the presidents of the teams affirm it, the decisions are made. Only the players’ salaries in Taiwan baseball leagues are decided by the manager and its committee. Players in all teams don’t have the right to participate in salary determination. Salary communication channel is through team leaders. If there is no consensus reached, players can apply arbitration in arbitration committees in baseball leagues. Besides, majorities think their salary determination procedures are fair. Few fail to express their opinion about fairness in their salary determination procedures, but they think their salary determination procedures have already been good.
