本研究旨在研究全球化時代中我國高等教育發展之模式,主要研究目的有四:1.釐清全球化的理論內涵及其對高等教育的衝擊;2.分析高等教育發展中政府、市場與學界三者之互動與協調關係;3.分析我國高等教育的現況及發展模式;4. 提出我國高等教育未來發展模式的方向與建議。 為達成以上研究目的,本研究採取理論分析、文件分析及訪談三種方法進行研究,並依以下四部分提出研究結論:高等教育全球化的發展與在地因素的侷限、高等教育三角協調模式的轉變、我國高等教育的政策與問題分析,以及我國高等教育發展模式之分析: 一、高等教育全球化的發展與在地因素的侷限 1. 全球化趨勢促使高等教育之知識內涵、精神理念、實際現況趨於功利實用導向。 2. 高等教育全球化之發展仍受在地因素所侷限。 二、全球化脈絡中高等教育三角協調模式內涵的轉變 1. 政府權威轉趨鬆綁。 2. 市場權威持續擴增。 3. 學界權威尋求全球性的聲譽及地位。 4. 高等教育體系趨於政府與市場權威兩端發展。 三、我國高等教育的政策與問題分析 1. 我國高等教育並未發展回應全球化衝擊之有效政策。 2. 模糊的政策與相關研究的缺乏導致我國高等教育問題叢生。 四、我國高等教育發展模式之分析 1.我國仍由政府權威主導高等教育發展方向。 2.我國市場權威在高等教育發展中的發揮相當有限。 3.我國學界權威在高等教育發展中僅具有限的影響力。
The aim of this study is to analyze the developing model of higher education in Taiwan in the age of globalization. The study has four purposes: 1. to formulate the contents of the globalization theory and to realize its impact on higher education. 2. to analyze the coordinating relationship between state, market and academics in the development of higher education. 3. to analyze the situation and the developing model of higher education in Taiwan. 4. to propose the developing model of higher education in the future in Taiwan and to give suggestions. In order to achieve the above-stated purposes, the study adopts theory analysis, document analysis and interviews to obtain conclusions as follows: First, the development of globalization of higher education and the limitation of local factors. 1. The knowledge, idea and situation of higher education become commercialized by globalization trend 2. The development of globalization of higher education is still limited by local factors. Second, the changes of the model of the triangle of coordination of higher education in globalization context are as follows: 1. The state authority tends to release its controlling power. 2. The market authority continues expanding its influence. 3. The academic authority seeks to obtain global reputation and status. 4. The higher education system tends to state and market authority. Third, the analysis in policies and problems of higher education in Taiwan. 1. Taiwan haven’t developed effective higher education policy to respond the globalization trend. 2. Vague policies and the lacking of related researches have led the serious problems of higher education in Taiwan. Forth, the analysis of developing model of higher education in Taiwan. 1. The state authority still leads the developing direction of higher education in Taiwan. 2. The market authority cannot produce a distinguished effect on the development of higher education in Taiwan. 3. The academic authority has limited influence in the development of higher education in Taiwan.
