桃園縣國民小學知識管理與學校效能之研究

摘要

本研究主要採取問卷調查及訪談法，再佐以文獻分析法，以了解桃園縣國民小學知識管理與學校效能的現況，探討不同背景的國小，在知識管理與學校效能各層面的差異情形，和不同背景的教育人員，對知識管理與學校效能各層面知覺的差異情形，以及知識管理與學校效能的關係及預測力。
本研究得到的結論如下：
一、國民小學的知識管理整體表現「佳」。不同學校及教育人員背景的差異情形如下：（一）市區、創校10年以下學校在整體知識管理上比鄉鎮、創校31年以上的學校為佳；（二）學校規模的大小，不影響知識管理的程度；（三）男性、校長、任教31年以上、46-55歲、學歷高者對知識管理的知覺高於女性、主任及教師、任教10年以下、35歲以下、學歷低者。
二、國民小學學校效能整體表現「高」。不同學校及教育人員背景的差異情形如下：（一）學校所在地、學校規模大小及創校歷史的遠近，不影響整體學校效能之表現；（二）男性、校長、任教31年以上、46歲以上、學歷高者對學校效能的知覺高於女性、主任及教師、任教10年以下、35歲以下、學歷低者。
三、知識管理對學校效能存有正相關，而且有相當的預測力。
四、國民小學推動知識管理的困境有：（一）人員質量不足；（二）硬體設備欠缺；（三）知識分享與流通的管道不通暢；（四）缺乏專責推動單位等；（五）缺乏管理圖書室的專業人員。
五、國民小學推動學校效能的困境有：（一）教師專業能力不足；（二）經費不足；（三）行政處室效率不彰；（四）教育評鑑未能落實。
綜合研究結論，提出下列建議：
一、對國民小學的建議
(一)建構國民小學知識管理的制度；(二)創造智性的學習氣氛；(三)更新學校的教學策略；(四)規劃終身學習的制度；(五)建置學校的教學知識庫；(六)建置知識長之制度；(七)成立學校學習網站；（八）學校經營採多元參與並暢通學校的溝通管道。
二、對教育行政機關的建議
(一)規劃師生創造思考力的培育課程；(二)訂定激勵教師進修配套措施；（三）訂定知識管理師徒制的制度；（四）強化國小圖書室的人員編制與設備；(五)規劃執行知識管理績效的有效評鑑；(六)加強鄉鎮、老舊學校資訊設備更新等。
三、對未來研究的建議
(一)研究對象方面：可擴及各級各類，和不同地區學校之比較。
(二)研究內容方面：1、可進行知識管理融入課程的進一步研究；2、建立本土化的知識管理模式；3、進行深入的田野研究；4、建立可信賴的學校效能評估指標等。
（三）研究方法方面：可採取較長期的參與觀察，深入了解知識管理及學校效能的脈絡及背景關係。

A study on the Knowledge Management & School Effectiveness of Elementary Schools in Tao-Yuan County.
Abstract
This research mainly aims at looking inside into the current state of knowledge management (KM) and school effectiveness of elementary schools in Tao-Yuan County, and exploring the relationship between knowledge management and school effectiveness. It methodologically adopts questionnaire survey, personal interview, as well as documentary analysis.
Conclusions of this research are as follows:
1. Overall, performance of knowledge management of elementary schools in Toa-Yuan County is rated as “Fine”. However, significant differences are found among school districts, and years of school history, but not on school size. The awareness of KM are significantly various among groups within school members for their sex, hierarchy level, age, teaching years, as well as education level.
2. School effectiveness in elementary schools is averagely classified as “ High”. No significant variance is found among school districts, or years of school history. The awareness of school effectiveness are significantly various among groups within school members for their sex, hierarchy level, age, teaching years, as well as education level.
3. Performance of KM is positively related with school effectiveness, and can act as a useful predictor for school effectiveness.
4. Current predicament and limitation for elementary schools in developing KM are education background of teachers & administrative staff, school facilities, channel for KM sharing & exchange within school, lack of formal organization for KM development, and needs of professional staff for school library.
5. Current predicament and limitation of school effectiveness are teachers’ expertise, finance resource, school administrative efficiency, as well as improvement of school appraisal system.
Finally, this research also raise several suggestions respectively to elementary schools, educational authoraties, and those who are interested in undertaking further studies in related fields.
