台灣休閒農業發展之現況與問題研究 -以基隆市休閒農場為例- 休閒農業可以說是將自然環境與人文特色加以融合,不但可以保存農村的原始風貌,發展產業經濟,尚有遊憩休閒、社會教化、文化傳承與生態維護之意義。近年來政府積極發展休閒農業,但在休閒農業相關的政策法令仍無法符合實際發現現況之需求,加上基隆市地理環境的特殊性,大都是山坡地,使得基隆市休閒農場在經營發展上遭遇許多的難題,本研究主要的目的是瞭解臺灣休閒農業發展現況及政策、法令,藉以了解基隆市休閒農場經營者,在實際經營所面臨的問題及影響。 本研究所使用之研究方法是以文獻分析法和訪談法,經由文獻理論基礎,根據九十三年二月二十七日農委會修正之「休閒農業輔導管理辦法」新修正之法規內容,將山坡地居多,規模小的基隆市休閒農場的現況,進行質的分析與基本的統計分析,供相關單位參考。 本研究全文共分五章,除第一章緒論及第五章結論外,其於各章分別是探討臺灣休閒農業發展的政策法令,設計及實施問卷深度訪談,並做訪談結果的基本統計與分析等。 依據本文的研究,獲致數項結論,摘錄於下: 一、政府方面 1.經營業者期望政府在經費上及技術上多給予協助。 2.休閒農場從申請籌設到審查、同意等相關法規,多達五十種以 上,行政程序繁雜。 二、業者方面 1.有部分業者配合意願不高。 2.目前基隆市十四家休閒農場都已取得休閒農場籌設同意文件,但 尚未取得休閒農場許可登記證。 本研究亦提出數項建議,簡要列於下: 一、對政府方面 1.建立整體農村發展規劃。 2.簡化行政程序。 二、對業者方面 1.加強專業能力,擴充產業知能。 2.配合政府政策,建立合法經營觀念。 最後,並對後續研究者提出研究建議,以期待作更深入的研究。
The Development of Recreational Agriculture in Taiwan and Its Relevant Issues ---A Case Study of the Recreational Farms in Keelung City--- Abstract Recreational agriculture combines a village’s unique culture with its natural environment, which helps to retain its original looks while the local economy develops. Moreover, this type of farming provides recreational activities as well as educational opportunities, continues a cultural lifeline, and in the meantime maintains the ecological balance. Over recent years, despite the government’s effort to foster the growth of leisure farming, the farm owners in Keelung City has encountered many setbacks in management and operation since relevant policies do not cater to the local developers’ needs and challenges also arise from Keelung’s (a majority of the city is slope land) topographic limitations. This research is aimed to present a global picture of the development of recreational agriculture in Taiwan and relevant policies as well as regulations. The challenges that the farm owners in Keelung City are faced with in business operation and their ramifications are thus analyzed in the thesis. This study is conducted by means of documental analyses and interviews. The Council of Agriculture revised the Recreational Agriculture Guidance and Management Measures on 27th of February, 2004. The recreational farms in Keelung are smaller in size because it has many hills. Qualitative analyses and basic statistics have been applied to study the farm’s current conditions, and the results can serve as reference when the authorities formulate management policies. This thesis consists of five chapters. Except for Chapters One and Five, the other chapters are dedicated to examining policies and regulations relevant to development of recreational agriculture in Taiwan, explaining the design of the questionnaire and interviews, and describing the results of analyses and basic statistics. Several conclusions have been drawn at the end of the thesis as follow: A.The government 1.Farm owners look forward to more financial and technological assistance provided by the government. 2.An applicant interested in running a recreational farm needs to go through very complicated administrative procedures to gain the government’s approval. There are more than 50 relevant regulations. B.The farm owners 1.Some farm owners are not very cooperative. 2.Fourteen applications for establishment of recreational farms have been approved, and have yet to be certified for operation of recreational farms. Several suggestions have been made in the thesis as follow: A.The government should 1.formulate a comprehensive development plan for rural villages, and 2.simplify administrative procedures. B.The farm owners should 1.strengthen their own core competencies, and enrich their knowledge about the recreational farming industry, and 2.cooperate with the government in implementation of its policies and abide by the law while operating the business. Last but not least, suggestions for subsequent research are made in the end to further our understanding of recreational agriculture.
