我國學校運動防護人員制度之研究

本研究旨在探討我國學校運動防護人員之制度研究，經由文獻探討，本研究發展出「學校運動防護人員之制度研究」訪談大綱，並就人才培育、在職訓練及聘任與管理3個面向進行探討。本研究透過訪談之方法與刻正執行學校運動防護工作之7區輔導中心之代表人進行訪談。訪談重點摘要經歸納整理後，歸納出以下我國學校運動防護人員制度之現況問題，重大結論如下：一、人才培育：國內運動防護員之教學單位師資及課程內容尚無統一規範，實習品質尚待提升、尚無運動防護員檢定第三方認證單位、運動防護員專業培訓教、考、用制度不如物理治療師制度完整。二、在職訓練：運動防護員在職訓練相關課程費用高、現行在職訓練課程尚無配合各職業場所之需求規劃相關課程。三、聘任與管理：現行聘任管理之相關法令規範內容過於籠統，缺乏管理辦法或施行細則，且與其他現行法規多有衝突、學校運動防護未能擴大服務到國中小學端、學校運動防護人員薪資普遍反映偏低、我國學校運動防護成效目標不明確。最後根據研究發現與結論，本研究提出有關學校運動防護人員制度方面之建議，以供體育主管機關、大專院校及未來後續研究之參考。

The purpose of the study is to explore the institutional research of the system of school athletic protection trainer in Taiwan. Through literature review, the research has developed the interview outline of "System of School Athletic Protection Trainer", which can be discussed by three aspects: talent education, on-the-job training, and recruitment and management. The study conducted interviews with representatives of the counseling centers in seven districts, which currently implement the school athletic protection work. After summarizing the key points of the interview results, the current problems for the system of school athletic protection trainer in Taiwan, and the main conclusions as follows: 1. Talent education: no unified standard for the training teachers and course content of domestic athletic protection trainer, the quality of internships needs to be improved, and no third-party certificate authority for athletic protection trainer certification. Additionally, the system of professional training, teaching, examination and recruitment of athletic protection trainer is not as complete as physical therapists. 2. On-the-job training: high charge for current planned on-the-job training related courses for athletic protection trainer, and failed to meet the needs of various occupational places. 3. Recruitment and management: too general content of the relevant laws and regulations of the current recruitment management, insufficient management regulations or implementation rules with many conflicts against other current regulations, failed to expand the services of school athletic protection to the middle and elementary schools, and general low salary for school athletic protection personnel, and unclear targets for the effectiveness of school athletic protection in Taiwan. Finally, the study proposes some suggestions on the system of school athletic protection trainer based on the research findings and conclusions for the reference of the central sports authority, colleges and universities, and future research.
