臺灣發展運動城市指標之研究

臺灣近年來積極申辦國際大型運動賽會，但賽會過後的資產與運動文化延續，成為更重要的課題。目前臺灣本土仍未建立系統化的發展運動城市指標，從永續的觀點，需要有策略性的指標做為城市運動政策的依循。本研究透過歸納城市專業化，到城市競爭力的提升策略，綜整國際運動城市發展成功案例，嘗試從社會文化與經濟發展的雙向思考，建構臺灣發展運動城市指標，做為本土發展區域運動特色的參考。因此，本研究目的在探討運動城市發展的意義及相關因素的內涵，建構臺灣發展運動城市指標，並提出臺灣發展運動城市指標應用模式與建議。應用混合方法取向，透過文件分析法及專家訪談法，進行結合量化與質化的研究。研究發現:一、運動城市發展須重視城市區域特性、定位及運動城市意義的再思考。其相關因素包含了政策與常民生活需求，且被歸納在社會文化及經濟發展兩個面向中。二、本研究建構出臺灣發展運動城市前導指標為:城市的運動政策現況等6項構面，向下開展為22個指標類目。三、未來指標應用模式建議作為城市運動政策智慧化管理、本土運動城市評選制度建立，及城市運動施政成果檢視之用，朝向成為衡量市政發展的工具作驗證。後續研究建議納入市政領導者的決策觀點，探討不同行政領導位階及專業，對臺灣發展運動城市觀點之異同。在管理實務上，建議可做滾動修正，參考區域文化特質，進行個別指標適切性的修訂，並透過各項績效衡量理論的應用，進一步以實證研究，發展指標為可供量化評量的工具。

The government of Taiwan has trying to bid for international mega sport competitions for the recent years, however the legacies and the continuity of sport culture are more important issues. At present, there are not yet established systematic indicators for developing of sport city in Taiwan, but from a sustainable point of view, the strategic indicators for developing sport city are necessary. Through the induction of city specialization, the promotion strategy of city competitiveness and the integrating the successful examples of the development of international sport city, this study used two-way thinking from social culture and economic development to construct the developing indicators of sport city in Taiwan which could be as a reference for the local development of regional sport. The purpose of this study was to explore the meaning of the development of sport city and the connotation of relevant factors, and to construct the developing indicators of sport city which put forward the application model and suggestions of developing sport city in Taiwan. The research applied the orientation of mixed method, through the literature analysis and expert interviews, and the combination of quantitative and qualitative research methods. The results were as followings: First, the significance of sport cities and the connotation of relevant factors should value the rethinking of the regional characteristics, urban orientation and the significance of sport cities. Through the strategic planning, the indicators could be presented separately in the social and cultural development of economic orientation from the category of policy and the needs of ordinary people. Second, this study constructed the leading indicators of developing sport cities in Taiwan which included the urban sport policy status of 6 major projects, down to carry out 22 indicators category. Third, the future application model recommendations could be used as urban sport policy intelligent management, local sport cities selection system, and the use of urban sport governance results, towards a measurable practical development of practical tools for verification. As to the recommendations to the follow-up researchers, it was proposed to incorporate the decision-making views of the municipal leaders to explore the similarities and differences between the different administrative leaders and the professional views on the development of the sport city of Taiwan. In terms of management practice, rolling correction was to suggest and the amendment of individual indicators by referring the regional cultural characteristics. Also, through the application of performance measurement theory, further empirical research could be carried out for the tools of quantitative assessment.
