屋齡隨著歲月增長,建物老化越趨嚴重,甚至安全堪慮。本論文以新竹市及 新北市實際案例為研究,評估重建效益。探討"臺灣危險及老舊建築加速重建條例" 之現行問題,並建立有效率之重建機制。 經研究結果獲致下列結論:現行都市更新過於理想,審核時間漫長,執行困難; 相對而言,臺灣都市危險及老舊建築加速重建條例速度較快,獎勵相差不大,可行 性較佳;但若建蔽率及容積率過低,則坪效低,不符經濟效益;另建築物前通道過 小,會降低容積獎勵;甚而,影響於日後的防災、救災。 危老重建經濟效益考量外,住戶的共識及各行政單位法規連結、法規相互融通 ,條例明確且便利,亦是影響的關鍵。
As the age of a house grows, the house aging problem becomes more serious, and the safety of the house is even of much concern. A case study of Hsinchu City and New North City, is conducted to evaluate the benefits through reconstruction. The purpose of this paper aims to analyze the current problems of“Statute for Taiwan Expediting Reconstruction of Urban Unsafe and Old Buildings”, and explore how to build an efficient and effective rebuilding mechanism. The conclusions indicate: the current regulations tends to idealize, the review is lengthy, and the implementation is difficult; relatively speaking, “Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings” are faster, the rewards are not much different, and the feasibility is better; but the medium or low building rate and floor area ratio Low, not economical; if the front passage of a building is too narrow, it will affect building bulk ratio bonus. However,if a building with narrow passage is reconstructed,it may hinder disaster prevention in future. In addition to cost-effectiveness considerations, the consensus of residents and the harmonization of regulations of various administrative departments more convenience are also key factors.
