國軍非核心業務委外之研究

A Study on Ministry of National Defense Non-core Business Outsourcing

摘要


軍隊組織結構建立在傳統的公共行政模型,主要源自於馬克斯·韋伯(Max Weber)的科層理論(Bureaucracy)憲法規範軍隊為守護人民安全福祉而存在,因久無戰事,裁軍聲浪興起,精簡兵力、調整組織已是不可避免的趨勢,於2018年1月1日起,台灣開始實施全募兵制,完成國軍全志願役軍事人員的目標,然而人力嚴重不足,行政院責成國防部資源規劃司,我國104年國防報告書指出,國防部基於國防法第22條之精神,結合行政院「擴大內需」與「激勵市場」之政策指導,逐步推展各項「國防資源釋商」規劃及相關作為。 國軍非核心業務委外在於因應全募兵制政策人力缺口及國防資源釋商政策而試行,與業界為了降低薪資、福利等人事成本 (lower the cost)將正職人員原有之勞務外包給派遣員工些許不同,透過文獻探討,以政策面的觀點來進行SWOT分析,闡述相關優缺點。

Military organization structure is built on traditional government administration theory like bureaucracy theory from Max Weber. According to the Constitutional Law,armed forces are built to protect the safety and well-being of the people in Taiwan. Because of decades of peaceful time between Taiwan Strait,the voice of disarmament is rising.Organization structural adjustment and downsizing military personnel become an inevitable tendency. From 1st January 2018,total enlistment policy is implemented in Taiwan to attend the political goal of total voluntary military personnel. The reason of Taiwan Ministry of National Defense Non-core Business Outsourcing is to cover the shortage on personnel due to total enlistment policy and Ministry of National Defense Outsourcing Policy. It is quite different from enterprise hiring temporary worker in order to lower the cost. This thesis try to analyze pro and cons of Ministry of National Defense Outsourcing Policy by applying SWOT with literature review.
