家長選校考量因素與學校經營管理策略分析－桃園縣龍潭地區3所國民小學為例

台灣出現對改革的渴望，人們期待更完整的學習。什麼樣的教育，不惜「島內移民」，帶給傳統教育什麼樣的啟示？未來學校招生時，要捧著國內獨具特色的辦學計畫，才能說服家長讓孩子入學，家長面對孩子的就學，從過去的被動、義務的接受學區的安排，轉為主動選擇適合孩子發展的學校。為了讓孩子唸好的學校，從跨區、跨鄉鎮、搬家遷戶籍、進行「島內移民」，使教育環境走向市場化，對學校造成衝擊甚大，而家長的選擇是引發學校之間競爭的原動力，所以家長選校扮演著重要性角色。因此，本研究欲探討桃園縣龍潭鄉地區3所國民小學家長選校考量因素與學校經管理策略。選定101年度龍潭鄉地區3所小學一年級入學新生之家長為研究對象，共發出 450 份問卷，有效樣本數為368份，有效回收率為85%。使用的研究工具為調查問卷，分析的方法採用敘述性統計、t檢定、皮爾遜積差相關、薛費檢定法、單因子變異分析等統計方法，根據相關之分析並整理家長擇校因素與各變項間之研究發現，提出相關建議與參考。本研究結果顯示，家長的主觀態度會直接影響選擇就讀學校，學校不能再像以前一樣只是被動的等待學區內的學子分發入學。教育選擇權的重視，增加了學校經營者的壓力，學校可藉由提昇教育品質，重視教師專業發展，形塑優良校風及注重形象管理，因此，家長教育選擇的重視與落實，使學校更創新、更有生命力，以吸引學生就讀，更期獲得家長的青睞。

The low birth rate of baby prompts parents to reconsider the educational option, transmuting from previously the passive acceptance of the assigned school district to nowadays actively alternative schools suitable for children. In order to find good schools for children, parents migrate islandwide via trans-regional and even relocation of residence for better school district. People desire for educational reformation and expect a more complete learning. What problem of education facilitates parents to migrate islandwide, and what sort of inspiration people will be irritated for traditional education? For future enrollment, the school should show the unique theme to convince parents to send their children to school (ref: World Magazine). Therefore, the purpose of this study was to investigate the relationship between educational option and the school’s strategy in business and administration. We selected freshmen’s parents from three elementary schools at Longtan Township 2013 and issued a total of 450 questionnaires in which the effective sample size was 368 and the effective rate was 85%. Statistical analysis includes t-test and ANOVA. The results suggested that the subjective attitude from parents directly influenced the choice of school, indicating that the school could no longer just wait passively for the school-district students to enroll. The emphasis of educational option will increase school operating pressure, from which the school can enhance the quality of education, develop teacher’s profession, and shape good school spirit and imaging. The attention and implementation from parents could make the school more innovative and more vital to attract students to attend.
