以平衡計分卡為觀點建構公立幼兒園 經營管理策略地圖

摘要


面對近年少子化衝擊,教育體制變革衝擊著各級教育機構,在堅持教育理想與品質下,現今各教育行政工作者無不積極找出因應創新發展策略。本文以幼兒園為研究對象,經相關文獻探究,運用平衡計分卡管理理論結合層級分析法應用,邀請專家訪談並藉由工作實際參與者意見回答,規劃建構3個層級, 4個構面: 因幼兒園屬教育經營機構考量顧客構面為首、其次為財務構面,內部流程及學習成長構面,12個策略主題,48個工作目標。經研究歸納篩選出形成「幼兒園關鍵成功」之衡量因子,依序為「關注幼生的學習歷程」、「激勵園所成員的在職進修動機」、「加強幼生健康安全服務」、「定期檢視維修設備設施」、「建構各組與園所成員間的溝通暢通管道」、「知人善任,充分授權」等最高權重之工作目標。另外,本文並架構幼兒園經營策略地圖,供幼教界參考檢視發展最適途徑 。

This study is to determine the measuring factors to successfully operate kindergartens. Facing low birth rate, the education transformation has impacted all educational institutions. Educators and education administrators are urgently trying to come up with ideal creativity and development strategies, while insisting on quality education. This study uses kindergartens as its research subject, applying a combined application of Balanced Scorecard (BSC) and Analytical Hierarchy Process (AHP), along with related literature, and an expert panel question and answer session. This study will then be used to create a three-level, four-dimensional framework to be used by kindergarten teachers and operators. The framework will consider parental perspectives first, followed by financial aspects, internal operations, learning and growth goals, along with 12 strategic themes and 48 working objectives. The goal of this study is to determine the measuring factors to successfully operate kindergartens, the factors are prioritized as follows: “focus on children’s learning and development stage”, “encourage job training motivations”, “strengthen children’s health and safety services”, “maintain and periodically review equipments and facilities”, “create a channel of communication between parents, teachers and staffs”, and finally, “use the right people in the right situation”. The AHP system is calculated by weighing each of the measuring factors to provide a strategic map for kindergarten management, operative indicators, and to give kindergarten owners/operators a consultation framework.
