缺工就業獎勵措施推動之研究-以公立就業中心為例

摘要


臺灣自1999年為了產業升級與經濟發展,開放引進外籍勞工舒緩行業人力不足的問題,而在2008年9月美國金融海嘯後,正面臨後金融海嘯時期的勞動市場高風險問題,同時製造業缺工情形始終未獲得有效解決方式。因此政府比照歐美國家使用積極勞動市場政策,提出許多促進就業方案,企圖活絡市場,降低失業人數。本文擬針對國內受僱者薪資補貼政策進行瞭解,並以2011年8月1日行政院勞工委員會(已於2014年2月17日更名為勞動部,以下稱勞動部)規劃辦理「缺工就業獎勵」措施做為分析對象。 本文以公立就業中心推動缺工獎勵執行的情況做為研究,探討薪資補貼政策缺工獎勵政策對求職者後續就業穩定的情況、以及參與措施之求職者其他關連性。本研究藉由已領取獎勵補助的勞工資料進行分析,並透過電話訪談調查的初級資料進行探討。研究結果發現已領取完缺工獎勵補助之求職者後續留任情形穩定,身分別與過去工作經驗也會影響選擇從事的製造業行業別。因此本文藉由研究結論提出建議,目的希望協助提升失業者的就業穩定、增加職能,並減少缺工情況。

Since 1999, in order to promote industrial upgrading and economic development, Taiwan has opened up the introduction of foreign workers to alleviate the shortage of manpower in the industry. After the US financial tsunami in September 2008, it was facing a high-risk problem in the labor market after the post-financial tsunami. At the same time, the lack of work in the manufacturing industry has not been effectively resolved. Therefore, the government learns from the use of active labor market policies in Europe and the United States, and proposes many employment promotion programs in an attempt to activate the market and reduce the number of unemployed.Our objective in this paper is to understand the worker-side wage subsidy policy to better determine Ministry of Labor’s measures on employment subsidy for labor shortage industries. The goal of this research is address these areas of concern by shedding light on promotion of Jungli Direct Hiring Service’s measures on employment subsidy for labor shortage industries. To exploring the lack of job incentives for wage subsidy policies, and the subsequent employment stability of job seekers, as well as other relevant factors for jobseeker participation measures. This study was conducted by analyzing labor data that has received incentive subsidies, and the main data through telephone interviews and surveys. The study found that the follow-up of the job seekers who have received the vacancy award subsidy is stable, the identity of the workers and past work experience will also affect the manufacturing industry chosen to engage. Therefore, this paper makes recommendations by studying the findings, the aim is to help improve the job security of the unemployed, increase their functions, and reduce the lack of work.
